INITE’s Deadlock a Last Ditch Effort to Undermine Change in Haiti by Stanley Lucas

For the past 31 years former Presidents Duvalier, Aristide and Preval squandered Haiti’s opportunities leaving behind a legacy of corruption, human rights violations and drug trafficking – not to mention crushing poverty. Now, eighteen months after the devastating January 12 earthquake with little progress on reconstruction, Haitians are becoming more and more frustrated with the political deadlock in Port-au-Prince. Last November, the Haitian people registered their frustration with corruption and voted for change. They resoundingly voted for Michel Martelly as the candidate for change. But change has been under heavy fire by those who want to keep Haiti mired in the corrupt politics of the past. Their ranks include drug dealers, kidnappers and corrupt business leaders in the Groupe de Bourdon and politicians who squandered public resources for their personal enrichment.

The crux of the deadlock is INITE’s refusal to ratify a Prime Minister in an effort to ensure that they maintain a hold on that office with one of their handpicked candidates. President Martelly has selected two honest and experienced men to become Prime Minister, Daniel Rouzier and Bernard Gousse. INITE’s parliamentarians rejected Rouzier, a successful businessman known for his integrity, in a complete violation of the Haitian Constitution. According to Article 157 the Prime Minister is required to submit certain documents for ratification, such as birth certificates for himself and his parents and financial disclosures.  If he or she is able to provide all of those documents and the documents can be verified, the Parliament is required to accept the document and then move to a political vote. The Parliament could not find any issues or irregularities with Rouzier’s documents, but refused to approve him. Many speculate that if the people would never tolerate it if the Parliament officially approved all of the documents and then rejected Rouzier in the political vote.

The latest nominee, Gousse, is also known for his integrity particularly for his efforts to take on the corrupt system using the rule of law and an iron fist during his tenure as Minister of Justice under former Prime Minister Gerard Latortue in 2005. He is also facing deadlock and opposition in the Parliament because five senators in the INITE leadership, who have been publicly linked to drug trafficking, kidnappings, human right violations and corruption, have launched a high profile smear campaign to impugn his character linking him to human rights violations for his crackdown on the violent kidnapping campaign. This is a tired, old story of the corrupt old guard fighting against the popular new guard promising change. INITE is the legislative wing of that corrupt old guard, and they have been surprisingly effective in blocking change in the face of overwhelming popular support for change. So, what is INITE and how have they been able to block change against public will? How is INITE getting control of parliament and trying to force continuity? What’s next?

What is INITE? Who are its Leaders?
INITE is not a political party per se; rather, it is a coalition of deputies and senators in parliament pulled together by former President Preval. The coalition has secured 16 of the 30 seats in the Senate and 42 seats in the Chamber of Deputies almost exclusively by manipulating electoral results in the 2009 and 2010 elections. Their favorability rating among the general public is a mere 2% because they are widely viewed as the perpetrators of political instability and intimidation, but more importantly because over the past 10 years, they have completely failed to deliver any results or progress for the people. Under their watch, nothing has improved in Haiti. It remains the second poorest country in the world and ranks among the most corrupt. The head of the INITE coalition in the Senate, Senator Joseph Lambert, is publicly perceived as corrupt, violent and linked to drug trafficking, money laundering and political assassination. When the Haitian National Police captured a boat carrying tons of cocaine in Tiburon, Southern Haiti, the press managed to uncover that Senator Lambert in fact owned the boat. The Haitian National Police linked him to the assassination of Monique Pierre, also a known drug trafficker, when it was discovered that the car that was driven by the assassins was owned by Lambert. The Senator is also rumored to be one of three senators who took 200 million gourdes (about $5 million) from the Office of Pension Workers (ONA) to build lavish homes. The manner and method he used to steal the money remains a matter of national debate, however.

Senator Lambert’s term in the senate is over in November, and he has set his sights on a cabinet position, Ministry of Agriculture, as a means to retain immunity against future prosecution. It should be noted that under Haiti’s constitution, if a Deputy or Senator commits a crime, he or she has judicial immunity and cannot be prosecuted unless two-thirds of the Chamber of which you are a member votes to allow the prosecution. So even if the police have an airtight case, they cannot prosecute unless Parliaments says they can. In the current political structure, INITE has enough votes to ensure that immunity is never revoked.  As a member of the cabinet, you do not officially have judicial immunity; however, in practice, no cabinet members face prosecution given the vast power they hold in their positions.

Finally, it should also be noted that Joseph Lambert does everything with his brother, Wensceslass Lambert, who he named senator during the electoral coup of 2009. For more on Senator Lambert, see the following links:

INITE’s second in command is Kelly Bastien, who has been linked to several financial scandals in parliament. He was accused of presenting and voting the resolution to use public funds to bail out and revamp SOCABANK after it was exposed that the bank’s leadership – in cooperation with some politicians – stole millions of customers’ deposits. Bastien is also linked to the ONA scandal. Third in command within INITE is Moise Jean Charles. Nominated by Preval in 2009, he was the President’s advisor and his Ougan (vodou priest). Preval named him as a LESPWA-INITE senator also in the 2009 electoral coup to provide him judicial immunity for several open criminal matters. Charles killed two people in 2004 – Guitz Adrien Salvant and Donald Julmiste – and seriously injured Evens Lucien, in Cap Haitian, the Northern Department. These killings were politically motivated. See paragraph III: 1. http://radiokiskeya.com/spip.php?article5650 2. http://www.rnddh.org/article.php3?id_article=403 The judge who constituted the dossier issued an arrest warrant for him, but Preval used the power of the executive branch to prevent his arrest until he named him as senator. Charles has been linked to numerous other cases of political motivated violence.  See a copy of arrest warrant at the end of the text.

The fourth is John Joel Joseph known over Haiti’s radio stations as the one who assisted Amaral Duclona in the 2004-2006 kidnapping spree in Haiti. Amaral was the head of Operations Bagdad I & II and Pakatan’n, which were violent political campaigns that assassinated 2,500 Haitians, kidnapped 1,300, killed 112 police officers (eight of them decapitated), raped 600 women, and stole 1,200 cars. They killed students, children, priests, journalists, and women indiscriminately in order intimidate and instill fear into the public. Joseph is popularly viewed as Amaral Duclona’s puppeteer, one of the most violent assassins in Haiti. See paragraph II: http://www.rnddh.org/article.php3?id_article=300 Bernard Gousse was the Minister of Justice who put an end to the madness of those violent campaigns. Duclona had to flee the country and was arrested in the Dominican Republic where he was extradited to France to face charges for murdering two French Diplomats. He confessed that he executed all the violence on behalf of his close associate former President Aristide. John Joel was also an informal advisor to President Preval who named him as Senator in 2009 to prevent future political prosecution.

And finally, the fifth in command is Jocelerme Privert a former Minister of the Interior under Aristide who became an advisor to Preval. He was directly involved in the Scierie Massacre in the town of Saint Marc when he was the Minister of Interior. An arrest warrant was issued for him, and he went into hiding. When Bernard Gousse became Minister of Justice he executed the warrant and put Privert in jail. Gousse sent him to court to face justice; however, when Preval became President, he stopped the judicial proceedings and named him as his advisor. See: http://www.rnddh.org/article.php3?id_article=336 Later Preval used the electoral coup to name him senator so he could also avoid facing any prosecution. The press also identified Privert as the one who falsified a constitutional amendment, an offense that is considered high treason. See: http://metropolehaiti.com/metropole/archive.php?action=full&keyword=amendement+constitution&sid=0&critere=0&id=19200&p=1 The falsification was an effort by INITE and Preval to shift some of the President’s constitutional powers to Parliament after Martelly won the Presidency. On May 9 (five days before Martelly’s inauguration), INITE and Preval called a session of Parliament to pass an amendment that would strip some of the Presidential powers, but they did not have a chance to pass all the measures they had intended to get through. Therefore, after the vote, INITE parliamentarians tried to sneak additional changes to the constitutional amendment on May 13 to strengthen their position and allow them to reclaim the presidency months later. According to public discussions and declarations from his colleagues in the senate, Senator Privert directly carried out the falsification of the amendment. Their attempt was blatant and fully transparent. It is impossible to see how they thought they would get away with changing the text.

Part of INITE’s strategy is to impose on Martelly a Prime Minister that they can control. They have put forward several candidates in an effort to negotiate a compromise candidate despite the fact that they have absolutely no political power to make demands for compromise – not to mention absolutely an absymal track record upon which to claim that they can pick an effective Prime Minister. They have recommended the current Prime Minister, Jean Max Bellerive, who, in the eyes of the Haitian people and Martelly’s base, represents a total failure for his performance as Minister of Planning and as the Prime Minister in charge of the failed reconstruction over the past 18 months. In a last ditch effort to cling to some sort of power, INITE and Bellerive have called an IHRC meeting next week to promote him remaining in office. It is unheard of for a lame duck Prime Minister to presume to call such a meeting.

Second, they have put forward Jean Henry Ceant, a close associate of Aristide. He is a lawyer and public notary well known for corruption despite his best efforts to clean up his reputation over the past few years.  In an official corruption report issued by UCREF, Haiti’s official anti-corruption bureau, he is linked to former President Aristide’s money laundering and stealing of state funds. See: http://fr.groups.yahoo.com/group/VINOUSH/message/16018  Again because of this and his Lavalas affiliation, Martelly’s base erupts whenever they hear the name. There are a few other names being floated around as well, including Eriq Pierre who serves as Haiti’s representative to the IDB. Pierre is not linked to the corruption and scandals, but is perceived as a Preval insider. Henry Bazin, a former Minister of Finance under Gerard Latortue’s Interim government, has also been identified as a potential candidate. While he has a great reputation, he is viewed as part of the old system.

How did INITE take control of parliament?
When Preval, his INITE associates and his handpicked Provisional Electoral Council, led by Gaillot Dorsinvil, executed the November 2010 electoral coup, the people revolted. Preval knew he either had to find some public means to address the situation to quell the public, or face revolt. To keep his office, Preval quickly adapted and asked the OAS to conduct an official review of the electoral results. The OAS Electoral Mission only focused on the manipulation of the Presidential tally sheets, which was a high profile issue, but they ignored the manipulated legislative results. As a result,  INITE was able to steal 37 seats in the House and six in the Senate in an election that was widely known to be a referendum for change. The OAS, unfortunately, was seen as complicit for their failure to highlight the stolen legislative elections. Around the country many voices are calling for a commission of three members to review the tally sheets of the legislative elections with the support of national domestic observers and international experts to fix what was stolen from the Haitian people. President Martelly has not responded yet to these calls.

What’s next?
The drug dealers and the kidnappers supported by the corrupt business cartel Groupe de Bourdon are determined to maintain the ruthless and lawless status quo in Haiti. Their future and the future of justice and democracy are in the balance. The corruptors will try to once again create chaos in order to continue their predatory system of management and governance. Meanwhile the international community after spending $4 billion to assist Haiti’s democracy is paralyzed and wary of wading in with support after being burned so many times.

In spite of their best efforts to maintain status quo, the winds of change are at the back of the President. His extreme popularity (currently at 71%) gives him the political power to break through the deadlock. The people have been the only force that has been able to effectively rise up against the corruption and throw out the corruptors as they did with Duvalier and Aristide – and almost with Preval. Martelly has the political capital and support to stand up to the predators and make change. Already, their deadlock strategy is backfiring with public support strongly in favor of Martelly democratically confronting INITIE. Immediately after Rouzier was booted by INITE, 85% of the people advocated democratic confrontation. In recent polls, that number has climbed to an astounding 91% of the people in favor of democratic confrontation. In the face of such public support, INITE operatives can either face popular revolt and being completely booted out in the upcoming November elections. INITE has the option to continue with their juvenile deadlock tactics, or they can realize that change has come; they can either play ball or be left behind.

Daniel Gérard Rouzier: Lettre ouverte à mes compatriotes


Chers concitoyens,

Pour qu’un système démocratique fonctionne correctement, il est essentiel que tous les citoyens se soumettent à la volonté des institutions qui les dirigent ; mieux qu’ils les consolident et acceptent sans ciller le verdict qui en émane toutes les fois que celui-ci est transparent et conforme à la Loi. Pour qu’un système démocratique fonctionne correctement, il est tout aussi essentiel que les élus chargés de faire les lois s’engagent à les respecter sans exclusion.

Nos députés ont été légitimement élus par le peuple et, en votant contre ma ratification comme Premier Ministre, ils ont rempli le rôle que leur conscience leur a dicté. Rien ne les autorisait cependant à violer mes droits ou, tout au moins, à laisser que certains des leurs les violent en toute impunité.

Me retrouvant face à un pouvoir d’Etat complaisant dans l’arbitraire et le mensonge, je prends la responsabilité de corriger les calomnies et les contrevérités qui en sont malheureusement sorties, alors que la Commission Parlementaire chargée d’analyser mon dossier avait tout en main pour contredire les diffamateurs et rétablir la vérité et alors que j’avais pris le soin de tenir, en compagnie du Président de la République, une conférence de presse le 21 juin écoulé pour présenter les faits. Je soulignerai au passage que ni le Député de la circonscription où je suis né et où je réside, ni les Députés des deux circonscriptions où je fais partie des plus importants créateurs d’emplois et des plus grands contribuables, encore moins les chambres de commerce dont mes entreprises sont membres n’ont pris ma défense.

Seul dans la proverbiale fosse aux lions, je tiens à rétablir la vérité :

Premièrement, je suis Haïtien et je n’ai jamais renoncé à ma nationalité. Toute ma vie, je n’ai utilisé le passeport que d’un seul pays, mon pays, Haïti. Mon passeport valide de même que mes deux derniers passeports expirés ont été soumis à l’analyse de la Commission Parlementaire.
Deuxièmement, pour avoir été Consul Honoraire de la Jamaïque en Haïti, je n’ai pas perdu ma nationalité haïtienne. Je n'ai de surcroît jamais pris d’engagement de nature politique envers une nation étrangère ou quelqu’autre engagement à défendre les intérêts d'une nation étrangère au détriment de ceux de mon pays. C’est au demeurant une véritable aberration que nos parlementaires prétendent ignorer la différence entre les attributions d’un consul de carrière et celles d’un consul honoraire qui n’est, en aucun cas et dans aucun pays, un poste politique.

Troisièmement, je travaille en Haïti depuis un peu plus de 30 ans et je m’enorgueillis de faire partie des citoyens haïtiens qui se sont toujours acquittés régulièrement de tous taxes et impôts dus à l’Etat haïtien. Je suis fier de dire haut et fort que je suis totalement et absolument en règle avec le fisc. La Direction Générale des Impôts (DGI) peut en témoigner et, comme de fait, n’a jamais manqué de me remettre chaque année un certificat en conséquence.

J’invite les députés qui se croient autorisés à salir, en toute impunité, l’image des honnêtes et intègres citoyens de notre pays à contacter la DGI pour s’assurer de l’authenticité de mes pièces et de la véracité de mes assertions.

Pour l’histoire et pour la vérité, j’attache, à cette lettre, une copie scannée de ma déclaration définitive d’impôts de l’année passée, le reçu de caisse de la DGI pour le montant payé en surplus des retenues à la source effectuées, chaque mois, sur mon salaire pour le compte de la DGI de même que le certificat d’accomplissement fiscal délivré par la DGI. Ces mêmes informations sont disponibles pour les cinq dernières années allant de l’année fiscale 2005-2006 à l’année fiscale 2009-2010, comme l’exige la loi.

Je profite de cette occasion pour remercier le Président Martelly de m’avoir proposé à la Nation pour occuper le rôle de Premier Ministre de mon pays. Sans que je ne le lui demande, il m’a déjà rendu une justice historique : celle d’informer la Nation en lui répétant plus d’une fois que je n’ai pas cherché ce poste, que je n’ai ni manigancé, ni n’ai fait aucun lobby auprès de lui pour obtenir cet honneur ; au contraire!

En tant que citoyen, j’avais accepté de servir mon pays en mémoire de tous nos compatriotes morts du séisme, des intempéries, du choléra, de la misère, des naufrages en haute mer, de la violence armée, des kidnappings et des assassinats, comme ce fut le cas hier encore, de Guiteau Toussaint... Tous, victimes de notre échec collectif à assumer le triptyque de notre République : Liberté, Egalité et, surtout et avant tout, Fraternité.

C’est en pensant spécialement à eux que j’avais accepté de me présenter devant le Parlement et devant la Nation à un moment où le peuple haïtien, confronté à une interminable série de catastrophes politiques, sociales, économiques, institutionnelles, météorologiques et sismiques, les unes plus meurtrières que les autres, avait poussé un cri clair et fort de rupture avec le passé et de progrès pour le futur en portant Michel Joseph Martelly à la présidence de la République.

Une Population bafouée, trahie, méprisée par ceux et celles qui lui avaient promis l’espoir, la démocratie et le développement, pour ne leur délivrer que, le chômage, la misère, la mendicité et l’insécurité ;

Une Population confrontée pendant plus de 50 ans à l’effondrement progressif de l’Etat, à la déliquescence de ses institutions et au règne de la médiocrité, de la corruption, de la violence, et de l’anarchie ;

Une Population finalement décimée par des désastres cataclysmiques comme si la nature voulait, elle aussi, se joindre à la curée entamée par les Gardiens du Troupeau ;

Une Population angoissée, affaiblie, désabusée, traumatisée, à genoux mais jamais vaincue, relevait la tête et assenait un Non sonore et péremptoire au statu quo et à ses partisans.

J’acceptais de servir aux côtés du Président Martelly parce qu’en le portant au pouvoir, Haïti, Première Nation Libre d’Amérique après avoir aboli l’esclavage et Première République Noire du Monde, proclamait aussi par son vote, son droit à un nouveau rêve haïtien dans un Pays redevenu Souverain.

Un nouveau rêve haïtien qui veut que toutes les familles puissent, de par le fruit de leur travail, élever dignement leurs enfants dans une société normalisée et où les notions d’inclusion, de création d’emplois, de distribution de richesses, de solidarité, de justice, de reddition de compte, de transparence, d’ordre et de discipline ne soient plus de simples vues de l’esprit mais une pratique quotidienne commençant à la tête de l’Etat, se propageant à travers l’Exécutif vers la fonction publique et atteignant la société civile par une forme de percolation contagieuse.

C’est parce que je crois fermement à la réalisation de ce rêve que j’avais mis en veilleuse mon implication caritative, démissionné des fonctions de Président de mes compagnies et accepté de sacrifier d’inestimables moments de vie familiale pour assumer la responsabilité de former le nouveau gouvernement qui aurait eu le mandat de construire notre pays.

De nombreux signaux, émanant des rangs du Parlement et insistant sur la nécessité d’une autre politique, résolument et uniquement engagée vers l’amélioration de la qualité de vie de nos compatriotes, m’avaient aussi convaincu qu’ensemble nous aurions pu réussir ce pari et travailler à résoudre les problèmes que nous avons collectivement créés.

Quand les générations futures tourneront leurs regards vers le passé, elles retiendront que l’année 2010 aura été celle de toutes les catastrophes. Cependant si, ensemble, nous nous mettons honnêtement au travail, je suis convaincu que nos descendants seront stupéfaits par le contraste que pourra leur offrir l’année 2011.

Elle pourrait être en effet le point de départ d’une période aussi difficile qu’exaltante. Et me vient à l’esprit le mémorable discours de Winston Churchill quand il devint Premier Ministre d’une Angleterre sur laquelle pesait la menace allemande. Churchill s’exprimait ainsi à ses compatriotes :

« Je dirais au Parlement, comme je l’ai dit à ceux qui ont rejoint ce Gouvernement, que je n’ai rien à leur offrir que du sang, du labeur, des larmes et des sueurs... Vous demandez quelle est notre politique ? Je dirai : elle est de faire la guerre, en mer, sur terre et dans les airs, avec toute notre volonté et toute la force que Dieu pourra nous donner : de faire la guerre à une monstrueuse tyrannie, sans rivale dans le noir et lamentable catalogue du crime. C’est notre politique. Vous demandez : quel est notre but ? Je peux répondre en un mot : c’est la victoire, victoire à tout prix, victoire en dépit de toute la terreur, la victoire quelque soit la longueur du chemin qui y mène ; car sans victoire, il n’y a pas de survie. »

Si nous traitons la misère et les affres du sous-développement comme une monstrueuse tyrannie, nous devons être prêts à leur faire la guerre et cette guerre là, le Président Martelly, le prochain Premier Ministre, vous et moi n’avons simplement pas le droit de la perdre. La politique que je voulais proposer à la Nation était celle d’entrer en guerre contre les conséquences dévastatrices des catastrophes créées par la nature et par l’homme qu’a connues notre pays pendant les 50 dernières années, en embrassant sans réserve le changement promu par le Chef de l’État.

Ce changement devait s’exprimer avant tout dans la défense du bien commun ; ce patrimoine qui englobe l’existence des biens nécessaires au développement du citoyen haïtien et la possibilité réelle pour tous d’y avoir accès. Ce bien commun exige le bien-être social et le développement de tous les enfants du pays, de tous, sans exclusion et sans exclusive; et il implique la paix, la stabilité et la sécurité d’un ordre juste.

Le bien commun est, en ce sens, différent de l’intérêt général qui, dans un groupe, ne prend pas en compte chaque personne et, par conséquent, en ne considérant qu’une entité globale, pourrait accepter le sacrifice nécessaire de certains membres du groupe, d’ordinaire les plus faibles, pour la survie des autres.

Le bien commun, tel que je l’envisage, engagera tous les membres de la société ; personne ne sera exempt de participer, selon ses possibilités, afin de chercher à l’atteindre et à le développer et personne ne sera abandonné. Fok tout moun lité, fok tout moun travay e fok tout moun jwenn !

Pour assurer le bien commun, le prochain gouvernement doit s’engager à harmoniser les différents intérêts sectoriels avec les exigences de la justice et à utiliser toute la force de l’Etat à cet effet.

C’est au nom de cette quête du bien commun au profit de mes concitoyens que j’avais accepté de servir aux côtés du Président Martelly à l’aune de ma foi. Cette foi qui soulève les montagnes; cette foi qui me fait chercher le Christ dans mon prochain; cette foi qui me fait croire que le Bon Dieu a un plan d’amour et d’excellence pour Haïti, que j’ai l’obligation de m’impliquer et que je ne mourrai pas avant d’avoir vu le changement, le vrai dans notre pays.

Ces deux derniers mois, j’ai entendu toutes sortes de voix, les unes plus étonnantes que les autres, s’ériger contre le fait que j’assume publiquement et sans retenue ma foi chrétienne.

Suite au vote des parlementaires, un journaliste, pour lequel j’ai le plus grand respect, écrivait, non sans une note d’amertume : « M. Rouzier a sans doute oublié, dans sa foi et ses prières, que Dieu ne vote pas au Sénat ni à la Chambre des députés. » Je me permettrai de lui répondre que le Bon Dieu a voté et que, dans son grand amour pour moi, il m’a probablement épargné un sort autrement plus douloureux.
J’avais accepté de servir mon pays et je voyais dans cette désignation un appel, un sacerdoce, une occasion de plus de servir le Christ et de le toucher chaque jour dans :

  • les 680,000 sans-abris qui croupissent sous les tentes ;
  • les 8 millions d’Haïtiens qui ce soir dormiront sans électricité ;
  • les 5 millions d’analphabètes qui continuent d’être maintenus dans le noir ;
  • nos milliers de compatriotes qui croupissent en prison pour des peccadilles sans espoir de voir un jour leur juge naturel ;
  • les millions de jeunes qui ne savent plus à quel saint se vouer pour trouver un emploi ;
  • les millions de moins jeunes que notre société a complètement oubliés et mis à l’écart ;
  • les millions de femmes qui doivent trimer quotidiennement juste pour satisfaire les besoins de base de leurs enfants ;
  • nos compatriotes qui souffrent d’incapacités physiques ou de troubles mentaux et qui sont les laissés-pour-compte de notre société ;
  • nos paysans à qui nous avons tourné le dos depuis bien trop longtemps.


Pour toutes ces raisons, je vais continuer à garder mes yeux rivés sur le Christ et continuer à servir. Je n’ai qu’une vie à vivre et j’entends profiter de toutes les opportunités qui me sont offertes pour la faire compter pour quelque chose. Ma vie et ma foi jusqu’ici ont été faites d’efforts et de persévérance dans l’adversité, plus qu’elles n’ont été faites de dogme et de théologie. Le Bon Dieu a planté un rêve d’amour et d’excellence pour tous dans mon cœur et Il m’a permis de comprendre que faire mon possible est normal et qu’aller au-delà de mes capacités est un défi. Là où s’arrêtent mes capacités commence ma Foi. Une Foi forte voit l’invisible, croit l’incroyable et reçoit l’impossible.

Si vous et moi, ensemble, joignons nos efforts et menons la bataille pour une Haïti prospère avec tout le talent, toutes les ressources que Dieu nous a donnés, alors et alors seulement, les générations futures verront l’année 2011 comme le début de la Renaissance.

Que le Bon Dieu bénisse Haïti, qu’Il bénisse le Président de la République, qu’Il bénisse le Parlement et qu’Il nous bénisse tous avec nos familles, toujours.

Haiti: Réflexions sur la désignation du nouveau Premier Ministre par Stanley Lucas


Depuis la prestation de serment, les efforts pour saboter la présidence de Michel Martelly ne s’arretent pas. Nous sommes arrives a un point ou les saboteurs empietent meme sur les prérogatives constitutionnelles du Président de choisir et de nommer, après consultation avec les présidents des deux chambres, son Premier Ministre. 

Dans le cadre de ces efforts pour diminuer la Présidence, le choix du Premier Ministre pour Martelly se fait dans les rues de Port-au-Prince. Le choix se fait aussi dans les émissions de radio ou deux ou trois journalistes maladroits pensent pouvoir influencer le choix. Yap chache woulman. On aurait tendance a rire si ce n’était tragique pour notre pays.

L’assaut pour emasculer le changement a commence depuis le 28 Novembre. Les coquins, des le départ, ne voulaient pas la majorité mais plutôt la totalité. L’intervention du peuple Haïtien contre le coup d’état électoral a permis de sauver la présidence et quelques postes au niveau des législatives.

L’INITE, grâce a Gaillot Dorsinvil, a pu voler 37 sièges de depute et 6 sièges de sénateur malgré les combats menés le 7 Décembre 2010 et les 20 Mars et 4 Avril 2011.

Constatant la perte de la Présidence a travers l’amendement constitutionnel le 9 Mai, les hommes de l’INITE vont essayer de retirer certains pouvoirs a la Présidence pour les transférer au parlement et créer ainsi un cadre leur permettant de conserver le pouvoir via le pouvoir législatif.

Par exemple, si un accident arrivait au Président de la république, le Président du Senat de l’INITE deviendrait Président Provisoire. Au cours des débats  sur l’amendement, une partie des changements souhaités par les manipulateurs  de l’INITE disparurent. C’est ce qui va expliquer les falsifications par des elus de l'INITE de l’amendement constitutionnel paru dans le Moniteur du 13 Mai.

L’amendement partiel et falsifie leur permettait de garder le pouvoir. La remise en vigueur de la constitution de 1987 a sabote ce plan politique. Le 14 Mai ils ont ,encore une fois, cree l'événement en coupant l’électricité au parlement durant la prestation de serment du nouveau President.  Daniel Rouzier, comme Premier Ministre, meme si son dossier était en acier, aurait eu toutes les difficultés du monde car les hommes en face veulent coûte que coûte la continuité de la corruption. 

Est-ce que l’equipe de Michel Martelly a compris la détermination des corrompus? A-t-il déjà oublié les batailles du 28 Novembre et du 7 Décembre 2010 pour bloquer le coup d’etat électoral?

Dans ce jeu macabre pour ralentir Martelly et saboter son pouvoir de l’intérieur. on lui propose des noms qui n’ont rien a voir avec le changement promis lors de la campagne. L’objectif est de ronger le fruit de l’intérieur. Ils sont nombreux les pratiquants lavalassiens de cette doctrine qui est a l’oeuvre depuis 1987. Les réseaux politiques, sociaux (les amis, la famille, les proches) et économiques sont utilisés pour se rapprocher du chef tout en écartant les nouveaux arrives qui étaient avec le candidat devenu President. 

On pourrait réaliser un film sur ce jeu d’échec des requins traditionnels de Port-au-Prince qui sont devenus des maîtres dans cet art. En tout cas, ils ont mis de cote la plupart de ceux qui ont fait campagne avec et pour Martelly. Ils sont aujourd'hui des outsiders. En politique, c'est un péché capital, mortel: il faut toujours protéger sa base. C'est ce qui permet d'affronter la tempête dans les temps difficiles.

Voici le profil et le nom de trois personnes qui seraient pressenties pour le poste de Premier Ministre.

   
 Jean Max Bellerive: Premier Ministre sortant et cousin de Michel Martelly selon ce qui se repete. Bellerive a ete a la primature comme fonctionnaire qui travaillait pour Yvon Neptune, Gerard Latortue et Alexis. Il est devenu Ministre de la Planification sous Preval puis a remplace Michele Pierre Louis comme Premier Ministre. Au sein de la population et ceux qui ont vote Martelly, il est très impopulaire et représente la continuité. Le Sénateur Stevens Benoit ,cette semaine, s’est fait la voix des protestations a la radio demandant des explications sur les trois tranches du Fonds Petrocaribe depenseess: une tranche de 197 millions et deux autres tranches de 167 et 108 millions. Les critiques ne lui font pas non plus de cadeaux sur le dossier de la econstruction, voir: http://www.lenouvelliste.com/article.php?PubID=&ArticleID=83102 . La base qui a vote Michel Martelly est en pleine révolte face a ce choix qui représente la continuité.
 
Jean Henry Ceant: Il est connu comme un proche de Jean Bertrand Aristide et membre influent de Fanmi Lavalas. A son depart en 2004, l’UCREF a etabli  http://balawou.blogspot.com/2010/08/jean-henry-ceant-enquetes-sur-la.html , a travers un rapport, sa participation dans la corruption d’Aristide et le blanchiement des fonds. Ceant entamera des procédures pour blanchir son nom. Ce qu’il a fait. Mais les faits sont tetus et divisent les intéressés en deux groupes: ceux qui restent convaincus qu’il a effectivement détourné des fonds et qu’il a utilise ses acointances  et sa connaissance du système pour kase fey kouvri sa d’un cote et de l’autre ceux qui croient qu’il est innocent. Il a participe aux elections avec son organisation Aimer Haiti et une partie de Fanmi Lavalas comme candidat a la presidence et a obtenu 4% au premier tour. Il n’a endosse aucun des deux candidats a la presidence au second tour qu’il a conteste. Depuis la circulation de son nom, Ceant a entraîné des réactions brutales de la base de Martelly.  
Bernard Gousse: Il était un consultant dans les questions de reforme de la justice en Haiti. C’est un homme très compétent et l’un des meilleurs dans ce domaine. Il a ete Ministre de la Justice sous le Gouvernement Latortue. Il a ete accuse d’avoir emprisonne quelques militants lavalas a l’époque. Est-ce que ces emprisonnements étaient légaux ou illégaux? Est-ce que ces citoyens avaient des mandats pour infractions commises?  Gousse est un homme déterminé qui a beaucoup de conviction. Au niveau politique, il ne communique pas et il a paye cher ce silence comme membre du cabinet ministeriel de Gerard Latortue http://www.alterpresse.org/spip.php?article2672 . C’est une lacune grave a l’age de Facebook et de la technologie de l’information. Au niveau de la base de Martelly, il n’y a pas de reactions le concernant. Au parlement il y a un député et un sénateur qui sont très opposés a sa ratification.

A ecouter les reactions a la radio d’une facon générale, ces noms n’excitent pas et ne soulèvent aucun enthousiasme. Sauf chez les requins traditionnels de Port-au-Prince qui voient des possibilites chez deux d'entre eux. Il semblerait que, selon Kenston le depute du Cap, dans ces milieux l’argent a ete distribue pour propulser le candidat favori des requins et de la continuité. Le Président choisira-t-il un de ces trois candidats? Ou le Président va-t-il créer la surprise et proposer un candidat jeune, excitant, qualifie, expérimenté dont sa base sera fière? Attendons de voir si la continuité contre laquelle il a mene campagne aura raison de lui…

Stanley Lucas Response to Kim Ives Wikileaks “Reporting”


     Kim Ives

Kim Ives, an American anarchist who serves as the mouthpiece for deposed Haitian President Jean Bertrand Aristide, is using so-called “WikiLeaks Cables” to assassinate the character of many Haitians democrats. Unlike the New York Times, which published the original cables along with their analytical pieces, Kim Ives never published the original cables with his analysis, which is biased, and in many cases just plain fiction. The publication of the original would reveal how big of a liar he is. Haitian analysts say that Ives’s objective is to undermine all Haitian democrats’ credibility in an effort to keep Aristide from ever having to face charges for the political and economic crimes.  According to Haiti’s General Accounting Office and the Haitian Unit to Fight Against Corruption (ULCC), Aristide pilfered more than $350 million during his nine years in office (see: http://www.haitipolicy.org/Lobbying7.htm ).  Ives’s role as Aristide’s chief foreign propaganda agent is to taint and undermine Haiti’s judicial system so that Aristide does not face a similar fate as former Haitian dictator Jean-Claude “Baby Doc” Duvalier who is facing charges for the $600 million he stole over 14 years and human rights violations. Ives is building a narrative portraying Aristide as a victim of imperialism in the US and internationally.

Kim Ives widely known in Haiti as a pathological liar who has spent years assassinating the character of Haitian businessmen, civil society activists, political leaders, human rights and democratic activists who accurately reported and documented all of Aristide’s human rights violations, corruption, and drug trafficking.  These people do not fit his vision of the world where everything is blamed upon the imperialist West. 

Kim Ives has issues with his own country, and he is trying to use my country, Haiti, to address his problems.  He is not alone though.  He is a part of a network of foreign operatives that have had a taste of power and money in Haiti under Aristide’s rule and are doing everything they can to restore that power (see: http://www.haitipolicy.org/Lobbying7.htm  ).  Kim Ives is known as the one who fabricated the lie that Aristide was kidnapped in 2004 by US forces. Aristide’s own Prime Minister, Yvon Neptune, stated that claim was a complete lie (see: http://radiokiskeya.com/spip.php?article7105 ).

Kim has convenient justifications for why Haiti is in the abysmal state that it is in today explaining away decades of corrupt and violent rulers with accusations of a “vast right wing conspiracy” and imperialism in the US.  Somehow the Haitian people who have directly suffered under their violent rule and have lost their friends, family and loved ones to human rights abuses and political killings are just making up stories (see:  http://solutionshaiti.blogspot.com/2011/01/duvalier-returns-to-haiti-merely-pawn.html  ).  The absolute, irrefutable and documented fact is that Jean Bertrand Aristide, Duvalier and Rene Preval stole the meager resources of an impoverished country.  While US policy is important, it does not make or break Haiti.  It cannot save us, and it cannot destroy us (see:  http://solutionshaiti.blogspot.com/2009/01/us-policy-toward-haiti-stanley-lucas.html ).

Kim Ives picks and chooses facts to reinforce his ideological bias.  When the US responded in 1994 to Jean Bertrand Aristide official request to intervene militarily and reinstate him as President (see: http://www.c-spanvideo.org/program/60373-1 ), Kim Ives praised that move. But wasn’t that imperialism, Kim?  When Aristide was stealing state funds from Haiti’s telephone company with New Jersey Republican Congressman James Coulter, Ives was silent (see:  http://thekomisarscoop.com/tag/haiti/ ).  Wasn’t that imperialism Kim?  But when the US called for free and fair elections and the respect of the will of the voters or for a stop to political assassinations, drug trafficking and corruption, Kim was first in line to hurl the imperialist accusations.  So for Kim, advocating for democracy and the rule of law and respect of the people is a problem, but militarily installing a leader and profiting from corruption is not. 

One thing that Kim Ives must understand he will never be able to replace Haitians.  He has been trying to do this for years.  Apparently, we Haitians are unable to review the facts on our own, and we are too ignorant to understand why our country is in this dire situation.

Kim Ives also has a problem with me directly.  I have been inconvenient to his agenda by shedding a light Aristide’s actions as well as others like Duvalier and Preval.  He wants to portray me as part of an imperialist machine.  For me, it has never been ideological; it is about principles and holding leaders accountable.  It is about democracy and good governance.  I have been told that I am undiplomatic in my advocacy of democratic principles.  So be it.  When I see what has happened to my country, I cannot help but tell it like it is and present the unvarnished truth.  

My recent piece, The Truth About Aristide: Mob Boss or Persecuted Priest? (see:  http://solutionshaiti.blogspot.com/2011/03/truth-about-aristide-mob-boss-or.html ) has obviously angered Kim and his boss. They do not like inconvenient truth and facts, so they resort to lies.  Kim claims that I had meetings in Canada with Haitian Senator Youri Latortue to plot against Aristide, which is a lie. I was invited twice to Canada during that period. The first time was for a meeting organized by the Canadian Government for the Haitian Diaspora managed by Carlo Dade. The focus was what the Haitian Diaspora could do to help Haiti’s economy.  The second time I was invited to attend Prime Minister Charest’s party convention where I met the Prime Minister, members of his cabinet, members of parliament and high ranking officials from his party. The idea was what could we Haitians learn from the French Canadians to strengthen our political parties, parliament and the civil servant without reinventing the wheel. The rest is pure speculation by Ives. Reports from both events are online.

Bottom line is that Ives has an agenda and is not encumbered by the truth in advocating that agenda.  As always, I welcome debate on the situation in Haiti, but you have to present facts to back up your position rather than just inventing stories.
