What other improvements do you see in Haiti? ---------

Stanley Lucas’ Response: For real progress, I would actually point to the strong development of the NGOs working in the health area in Haiti to provide effective services needed by thousands of Haitians. There is good partnership and ownership of the program by the private and public sector. Haitians are leading the initiative and have really stepped up to make a difference in this area. Stanley Lucas’ Response: This is the sixth United Nations mission to Haiti in less than 10 years at the request of the Lavalas party. Previous missions and the current missions have failed in two areas: 1) holding the Haitian government accountable to follow through on their promises to bring stability to the country; and 2) not taking into account the nine principles of reconstruction and development proposed by Andrew Natsios. These principles, including ownership, capacity building, sustainability, selectivity, assessment, results, partnership, flexibility, and accountability, should serve as a checklist against all programs that are developed to target issues in Haiti. ----------------------------

Stanley Lucas’ Response: The length of MINUSTAH's tenure lies squarely in the hands of the Haitian government and its ability to bring about real stability. Currently, MINUSTAH's strategy is not to strengthen institutions and build capacity; rather, they are managing the process themselves versus giving the Haitians the tools to build a sustainable system. By MARY ANASTASIA O'GRADY February 12, 2007 --The Wall Street Journal--------A government file pertinent to two civil law suits alleging bribery doesn't just get up and walk out of a supposedly secure federal-agency record roomin Washington. When said bribery allegations involve politically influentialindividuals on both sides of the aisle and a notoriously corrupt former Haitian president that the U.S. supported for a decade, it's even moretroubling.In a December email to a lawyer in one of the law suits, the FederalCommunications Commission said that its "Haiti file" was missing. The file is the record of which U.S. telecom companies that did business with thegovernment of former Haitian President Jean Bertrand Aristide actuallycomplied with U.S. law by submitting their contracts to the FCC. An official at the commission told me on Friday that "we don't have the file but we arecontinuing our active efforts to locate it."I'm not sure whether the missing file would fit into Sandy Berger's socks. But given the number of political heavyweights -- both Republican andDemocrat -- who might welcome the disappearance of these documents, it's abit difficult to write the whole thing off as an accident.Since 2000 I have followed allegations that Haiti's Mr. Aristide took bribesfrom U.S. telecom carriers doing business in his country. These chargesarose first in conversations with Haitians familiar with operations at the state-owned phone company, Teleco. More recently they have been aired in twoseparate civil suits filed in two different U.S. federal courts.The alleged quid pro quo for the U.S. companies that agreed to pay the bribes was access to the Teleco network at rates below the uniform"international settlement rate" set by the FCC. During the course of myinvestigations, two different long-distance suppliers told me that Teleco officials offered them just such a special rate in exchange for payment madeto specially designated accounts.If the allegations are true, it would mean that the Foreign CorruptPractices Act was violated, right under the nose of the FCC and the Department of Justice, during Democratic and Republican administrations. Itwould also mean that while Haitians were placing their trust in Uncle Sam tohelp them construct a democracy, millions of dollars that might have gone to building an infrastructure were siphoned off by a corrupt tyrant and U.S.business partners with friends in high places.In 2000, questions arose about Fusion Telecommunications, which had aconcession to terminate calls in Haiti and which, according to sources, had an office inside Teleco. Marvin Rosen (finance chairman for the DemocraticNational Committee from September 1995 until January 1997), formerDemocratic Congressman Joseph P. Kennedy II, and Bill Clinton confidante Thomas (Mack) McLarty III were all on the board of Fusion. Mr. Rosen wasFusion chief executive officer.Rumors abounded in Haiti that Fusion had a sweetheart deal with Mr. Aristidethat gave the U.S. firm rates well below the international settlement rate. When I inquired about the company's Haiti business while preparing a Jan.2001 op-ed, I was immediately referred to a company lawyer who refused toeither confirm or deny that the company was even doing business in Haiti. In September 2005, Fusion told me it had always filed what was required at theFCC and denied making any illegal payments to Teleco.In 2001 Mr. Kennedy's office released a statement that he had no "joint venture, partnership or business arrangement with the president of Haiti orfor that matter, anyone in Haiti" and that he was not involved in runningFusion. Nevertheless, in a Feb. 7, 2001 op-ed in the Boston Globe, he wrote, "I was proud to help bring more than $1 million in private investment fromFusion into Haiti." That was peanuts when you consider that Teleco once hadannual revenues upwards of $60 million. By the time Mr. Aristide was forced into exile by a political uprising in 2004, the company was losing money.The whole thing might have been swept under the rug if it weren't forMichael Jewett, who in 2003 had been an employee at New Jersey-based IDT, headed by former Republican congressman Jim Courter. Like Fusion, IDT had anumber of seasoned politicos on its board.In March 2004 Mr. Jewett filed suit in federal court in Newark, N.J.alleging that he was fired from IDT because he objected to an illegal deal between the company and Mr. Aristide. Mr. Jewett's allegations seem to echothe charges swirling around Fusion. IDT responded much like Fusion,insisting that its arrangement with Haiti Teleco was a trade secret. In fact, IDT had a legal obligation to make its arrangement public and theinformation was unsealed, revealing that IDT had been granted a rate of ninecents per minute versus the FCC mandated rate of 23 cents. Mr. Jewett also claims in court documents that IDT agreed to make payments to an offshoreaccount in Turks and Caicos called "Mount Salem," ("Mont Salem" in French)for the benefit of Mr. Aristide.After Mr. Aristide was driven from power in February 2004, the interim government pried open Teleco's books and alleged that the company had beenlooted. In November 2005 it filed suit in U.S. district court in southernFlorida. "The fraudulent scheme to steal Teleco revenues was carried out in part through defendant Mont Salem," the government claimed, adding that, "AtAristide's direction, Inevil, Duperval and Beliard [Haitian nationals]directed at least two of the Class B carriers, IDT and Skytel, to make their payments for Teleco's services to Mont Salem. At Aristide's direction,Teleco's then-counsel also caused Teleco to request at least one other ClassB carrier, Fusion, to make payments through Mont Salem." Mr. Jewett's case has already revealed a lot, but it won't tell Haitianswhere millions of dollars in lost Teleco revenues went throughout the 1990s.That will require a more thorough airing, such as the civil suit Haiti filed in Florida. Unfortunately, Haiti has had to withdraw its suit for lack offunds. Its request for a share of assets forfeited by Haitian drug kingpins-- which could be used to reinstate the suit and pay legal fees -- has been resisted by the DOJ. First DOJ said it couldn't release the assets becausethe cases were on appeal. Now it says that it doesn't yet have the forfeitedassets.Another way to get at the truth would be if DOJ used the mountain of evidence it seems to be sitting on to indict Mr. Aristide, since he hasoften asserted that he won't remain silent about his dealings with highlyplaced American politicians if he is brought to trial. Why the DOJ would turn down an offer like that is a mystery, a little like the missing file.

How to Make Haiti Better

The Diagnosis

We have been talking – over the Internet and radio – about the complex issues that face Haiti and the convoluted political environment. But, the essence of all Haiti’s problems can be traced back to one issue: poverty. Competition for scarce resources has resulted in a corrupt political elite focused on asserting control in order to divide up the small “pie” amongst themselves and their international allies, rather than focusing on building a viable economic plan that addresses the country’s harsh realities and checkered past. Unfortunately, many in US policy circles, there is a strong contingent of those who remain engaged in Latin America and the Caribbean who are promoting populism, rather than truly focusing on improvement in the region and democracy and economic development.

The people are forced to focus on survival by any means possible. Survival encompasses daily subsistence, avoiding running afoul of a corrupt political regime, and staying alive in a country rife with kidnappings, rape, beating and extortion. Daily survival requires finding enough food to eat and a means to cook the food. Many cut down the ever more scarce trees (comprising only 1% of the land) to make coal to cook. There is almost no electricity.

These are the realities underlying Haiti’s current situation. Given these realities, it is truly the leaders’ responsibility and even moral obligation to put together a plan, clean up the government and make some measurable progress. Therefore, what is most disturbing is that Haiti’s political elite do nothing to address the situation.

The Prognosis

Lying only 90 miles off the shores of the US, which also deals with a significant amount of refugees, one would think that Haiti would factor somewhere into the US foreign policy and aid. But it does not in any significant way. Fact is that the US is made up of people who are used to “pulling themselves up by their bootstraps”. The average Haitian citizen shares this mindset. They want the opportunity to make a better life for themselves. Some of the wealthiest minority businessmen in the United States are Haitians who came here with nothing and made tremendous fortunes. However, in Haiti, the efforts of the people are futile against the chaotic political situation and a complete lack of security. Their futile efforts do not register with people overseas who only see that the country cannot “get it together”. As a result, Haiti is almost forgotten. As a foreign policy concern, it falls at the bottom of the list.

The world is progressing at an amazing rate. The computer revolution, the Internet age, 3G, SMS, advancements in healthcare, AIDS vaccines, new business models, TiVo … and Haiti does not even have steady electricity. It is being left behind and will have a massive struggle to even catch up to subsistence levels. We need to take action – and get healthy.

The Treatment

So what has to happen to make a change? We need to treat the root of the problem rather than addressing the symptoms. You do not treat a patient for a cough when they have lung cancer.

What I would advocate is putting the focus on reducing poverty. This is common ground for all competing interests and something everyone should agree upon. If we make this our focus, all other issues will naturally fall in line underneath this framework. Poverty reduction should be at the center of all Haiti’s international round tables rather than ancillary issues such as amending Haiti’s constitution promoted by the International Crisis Group and the current United Nations Mission in Haiti. No matter how much we tinker with the constitution, it will not solve this problem

My strong belief is that change should come incrementally and peacefully through dialogue and engagement. There are many competing interests in Haiti – and as mentioned above, there are scarce resources. Specifically, I would call for (in no particular order):

1. If leaders are not going to take it upon themselves to put together a viable economic plan and clean up the government, then it is time for the people to stand up and for international pressure to ramp up, not only from the US, but also from the EU and Canada. This requires a mobilization of the Haitian Diaspora to move Haiti up the priority list through their strong voices and steady pressure. The current leadership needs to be sent a strong message that no one is going to tolerate or accept the old way of doing things. But the international community must be compelled to put in place real measures that do not support those trying to undermine Haiti’s growth.

2. It has always been a political – and safety risk – for Haitians to peacefully stand up to strongmen and insist on a dialogue. Haiti is a democracy – the leadership should be auditioning for your vote. Why not create a series of dialogues through town hall meetings in specific districts and invite the members of parliament to attend and participate in a frank and open discussion of their plans to promote economic development and alleviate poverty?

3. The associations and chambers of commerce should also play a strong role for advocating good policy and development. They have the unique understanding of key economic and social issues and can speak on behalf of a group of people. Why not start a “member scorecard” ranking or “grading” members of parliament on their progress on issues that are important for economic and social development, such as environmental protection, good business regulations, and education.

These are simple steps that we all talk about but don’t put into action. Let’s take action. I have prepared specific talking points for Diaspora reaching out to their host government leaders, questions and itineraries for organizing town halls, and suggestions for how associations and chambers might organize scorecards. After all, it is your Haiti.

Struggle for the Future: The Poison of Populism and Democracy's Cure

While the world's attention is focused on a struggling Iraq and a rising China, a battle for the heart and soul of the Americas is being waged closer to home. A simplistic account might describe this confrontation as a tug of war between U.S. president George W. Bush's vision and that of his self-appointed nemesis, Venezuelan president Hugo Chávez. Equally misleading are characterizations that describe the showdown as one between left and right, rich and poor, north and south. But this is not a battle between two powerful leaders or between ideologies of the left and right. The contest being waged in the Western Hemisphere is about democracy itself: can it deliver the goods for impatient publics? On one side are leaders from the left and right who see democratic institutions and the rule of law as indispensable to prosperity and liberty. On the other are those who treat democracy as an inconvenience and see free markets as a threat. Twenty-five years ago, about half of the nations in the Western Hemisphere were governed by military dictatorships or authoritarian governments. Today, democracy is gradually taking root in most countries there. For example, by the end of 2007, national elections will have been held in over a dozen of the thirty-four nations in the Western Hemisphere. Just because elections are being held does not mean that everything is progressing smoothly. In fact, in almost all of these nations, people are contending with grave problems, and democracy is being sorely tested. For example, in \nIn Venezuela, one-time coup leader Chávez won the presidency in 1998 and has since retained power through a series of increasingly undemocratic ballots. He leads his opponent in the opinion polls running up to the December 3 presidential elections. He has used his political clout to concentrate all the powers of the state in his hands, to attack dissenting voices, and to rig the electoral apparatus in his favor. \nIn Nicaragua, unreconstructed Sandinista dictator Daniel Ortega recently won an election under rules rigged through a cynical deal with corrupt former president Arnoldo Alemán. Ortega owes his victory to Alemán's maneuver to split the democratic vote. But the fact remains that three democratically elected governments failed to address the poverty that grips Nicaragua, and Ortega's victory is testament to that failure. \nAlthough elections are extraordinarily important--and are sometimes essential to addressing deep-seated tension--they are not an end in themselves. Without functioning democratic institutions--such as independent judiciaries, honest and transparent electoral systems, and responsive government agencies--and effective civic societies, the promise of self-government cannot be fully realized. Building these institutions takes time. In the absence of strong institutions, elections can be manipulated by populist leaders to win power from impatient populations. When these populists use that power to dismantle democratic institutions, the weakest among us--who might have supported these demagogues, hoping for quick and simple solutions--find themselves at the mercy of a swaggering strongman. Today, many Latin American nations have entered the twenty-first century with weak and ineffective institutions of government. While some countries enjoy a democratic tradition dating back more than a century, their governments and civil societies have not kept pace with the radical changes ushered in during the last half century. Boom-and-bust economic cycles, new demands for social justice stirred by democracy itself, and the weight of persistent poverty have left most governments in Latin America struggling to meet their essential responsibilities. \nThe good news is that throughout the region in the last twenty-five years, the peoples of the Americas have clamored for more democracy, not less. Only Cuba followed the trail to nowhere blazed by Fidel Castro. And, gradually, the military dictatorships that struggled to maintain stability gave way to democratically elected alternatives. The elections that followed have produced political leadership of the people's choosing. Unfortunately, not all of these governments have performed responsibly, and corruption and unaccountable institutions have left many citizens further estranged from their governments. A full regimen of free-market reforms has been adopted in only a handful of nations, leaving the job half finished and the people wholly disenchanted. \nWhile many countries in Latin America have improved their macroeconomic climates with reforms, sustained and equitable growth requires that governments follow through on second-generation reforms and, in particular, establishing the rule of law. Research shows that the rule of law and effective governance are fundamental to growth--and, on that score, most Latin American countries are not keeping up with the quickening global pace. Of the 208 countries surveyed in the World Bank Governance Matters project, only three countries in Latin America (",1] ); //--> Can Institutions Make the Difference? Today, many Latin American nations have entered the twenty-first century with weak and ineffective institutions of government. While some countries enjoy a democratic tradition dating back more than a century, their governments and civil societies have not kept pace with the radical changes ushered in during the last half century. Boom-and-bust economic cycles, new demands for social justice stirred by democracy itself, and the weight of persistent poverty have left most governments in Latin America struggling to meet their essential responsibilities. The good news is that throughout the region in the last twenty-five years, the peoples of the Americas have clamored for more democracy, not less. Only Cuba followed the trail to nowhere blazed by Fidel Castro. And, gradually, the military dictatorships that struggled to maintain stability gave way to democratically elected alternatives. The elections that followed have produced political leadership of the people's choosing. Unfortunately, not all of these governments have performed responsibly, and corruption and unaccountable institutions have left many citizens further estranged from their governments. A full regimen of free-market reforms has been adopted in only a handful of nations, leaving the job half finished and the people wholly disenchanted. While many countries in Latin America have improved their macroeconomic climates with reforms, sustained and equitable growth requires that governments follow through on second-generation reforms and, in particular, establishing the rule of law. Research shows that the rule of law and effective governance are fundamental to growth--and, on that score, most Latin American countries are not keeping up with the quickening global pace. Of the 208 countries surveyed in the World Bank Governance Matters project, only three countries in Latin America ( \nEven when comparing these countries with others in their same income brackets, Chile, Uruguay, El Salvador, and Brazil were the only countries in Latin America that fared better than other nations outside the region.[1] Empirical studies have demonstrated that strong institutions are instrumental in helping emerging economies catch up with developed countries. Moreover, according to development studies, strong institutions are more likely to foster growth than geography or even policies. Indeed, several studies have discovered a clear linkage between good governance and economic growth and development.[2] \nDespite a mixed track record in the Americas to date, most leaders of these countries know that they will reach their full potential only when they open up their political systems and economies, guarantee the rule of law, reward merit, extend opportunity to people on the margins so they can help themselves out of poverty, and develop transparent rules of the game and an accountable state that is strong enough to apply these rules without discrimination for the common good. \nThis model cannot, however, be imposed from outside. It must be promoted through democratic processes and institutions because democracy, at its essence, is a very efficient engine for taking power from those who have it and moving it to those who do not. That puts these very different men on the same side of a raging battle for the future of the Western Hemisphere, pitting them against the irresponsible populism championed by Hugo Chávez and his acolytes in Bolivia, Ecuador, and Nicaragua. In 2003, it was combined with Bolsa Alimentação (a federal nutrition program), Cartão Alimentação (a nutrition card), and Vale-gás (a cooking fuel supplement) to comprise the integrated Bolsa Familia. \nThe BFP targets families with income under $34 a month and provides cash transfers ranging from $5 to $33 a month.[5] To be eligible, all family members must follow up on their health and nutritional statuses, and school-age children must be enrolled in school and meet attendance requirements. Furthermore, all families must participate in nutritional education events offered by federal, state, and local governments. \nBecause it is such a new program, researchers are only now starting to get a sense of the impact it has on poverty, health, and education. The program has also strongly diminished the effect of various shocks (such as unemployment of the head of household or natural disasters) on school enrollment.[9] \nBrazil and Mexico also share a commitment to expanding microfinance programs under which the government invests in its people by providing start-up capital to the very poorest. Such programs make the free market work for the poor, helping them lift themselves out of poverty through tiny enterprises that generate and sustain income. They are modeled on the extremely successful microfinanace program launched by the Grameen Bank in Bangladesh in 1976.[10] Few microenterprises have access to capital or other financial services, so their growth is stunted as they rely on expensive informal loans. Governments have come to recognize that extending credit to and facilitating the growth of these microenterprises produces a substantial return on the investment. Although small by definition, these microenterprises are an important engine of economic growth and development. In 1994, for example, "formal micro- and small enterprises accounted for 98 percent of all firms in Brazil, 30 percent of GDP, 44 percent of total employment, and more than 60 percent of urban jobs"[11] (emphasis added). Furthermore, profitability is increasing while administrative costs as a percentage of total loans are decreasing.[13] \nCrediAmigo and similar programs are distinctive in that they do not require any collateral to receive a microloan. Instead, applicants are grouped into "solidarity groups" and each member cross-guarantees the other recipients in his group.
