Will OAS Secretary General support Privert’s coup in Haiti?

On June 14, the 120-day term of Haiti’s Provisional President Jocelerme Privert officially ended. Haiti’s constitution explicitly prohibits an extension or a new mandate (Articles 98.3 and 134.3). Both the Legislative and the Judicial Branch have acknowledged the Presidential vacancy. The Interamerican Human Rights Commission has done the same. Yet Privert illegally hangs on to the Presidency.

Since June 15, like Alberto Fujimori in Peru, Privert is attempting a coup (autogolpe). He is using state institutions, violence, threats, intimidation, and corruption against the Legislative and Judicial Branches of Government as well against his political opponents to desperately cling to power. On June 21, the National Assembly was attacked Privert chimere’s who threw rocks and fired guns at the building and exiting representatives to thwart their attempts to set forth a process to fill the Presidency. Senator Jean Renel Senatus and Deputies Romel Bauge and Rony Celestin – all leading efforts to unseat the illegal President -- escaped assassination attempts. Celestin is the majority leader of the Chamber of Deputies. Eleven political opponents have been killed and 15 had their houses and/or businesses burned to the ground, including the business of Anne Valerie Timothee the President of opposition PHTK party, former President Martelly’s political party.

These tactics are consistent with Privert’s violent record which includes masterminding the massacres in Raboteau and La Scierie when he was Minister of the Interior from 2002 -04, according to human rights reports and the Haitian judicial system. His 120-day track record as Provisional President was a complete failure. His one task was to organize free and fair elections, which are nowhere on the horizon.

Parliament through a National Assembly should replace Privert to facilitate the finalization of the 2015 elections. But, first Privert needs to give back the Presidential sash and vacate the National Palace. Without that, the country is heading to more conflict and instability


This is the context in which OAS Secretary General Luis Almagro -- influenced by Privert’s special envoy and behind the scene by Sandra Honore, head of MINUSTAH and former Chief of Staff of OAS Assistant Secretary General -- issued a communique on July 15 putting pressure on the Haitian parliament instead of delegitimizing Privert’s coup. How can the OAS support an illegitimate provisional President organizing a coup in Haiti in violation of the Democratic Charter and Haiti’s constitution while undermining parliament? How can the Interamerican Human Rights Commission understand that Privert’s term ended leaving a Presidential vacuum and not the Secretary General?  If the OAS is a champion of democracy and cares about Haiti’s political stability, they will condemn Privert’s coup and encourage elections.

Haiti’s Democracy Under Attack: Honduras reveals the challenges of defending and maintaining a democratic system in the region by Stanley Lucas

The military coup in Honduras is unequivocally undemocratic and must be condemned. ---------

In the recent past, military coups, particularly in the Latin American region, were the principal enemy of democracy. However, Latin America had made enormous strides toward democracy over the past 40 years when it was primarily comprised of dictatorships. Today the region is home to 33 democracies – of varying degrees – and Cuba remains the lone hold out. This collective vision of democracy evolved dramatically in the last 15 years with the passage of two important actions at the Organization of American States (OAS): Resolution 1080 that called for countries to protect democracy and elected governments against coups, and the ratification of the Democratic Charter. ------------------------------------------------------------------------
Because of these democratic gains within the region, military coups have been practically unthinkable since the late 1980s. This consensus is broad, and the roots of the democracy have taken a firm hold. It is against this backdrop that the military coup in Honduras was immediately condemned worldwide and by the OAS. It should be noted that former U.S. President Ronald Reagan played a central role in promoting freedom and democracy in the region. He confronted the enemies of liberty, freedom and democracy in Grenada, El Salvador and the Soviet Union. Thanks to the efforts of President Reagan and others, freedom and democracy have triumphed. These gains should be lauded; however, this does not mean that new threats against freedom and democracy are not emerging. ---------------------------------
In my opinion, there are two major threats to democracy in the region: autogolpe and corruption. Because of the situation in Honduras, I will focus my comments solely on the autogolpe. --------------------------------------------------------------------------------------

An autogolpe, a new form of coup, is organized by an elected government to remain in power beyond the legal term as outlined by the constitution. Usually, this type of coup is carried out by the head of the Executive Branch. The elected government uses state institutions under the executive branch authority to execute the coup. The head of the executive branch ignores the legal rulings by the supreme court and the legislative actions by parliament to address illegal actions and prevent the coup. This type of coup employs tactics such as the illegal amendment of the constitution, manipulation of the electoral process, other institutions of the state and violent threats by armed supporters in order to remain in power. This region has seen numerous autogolpes. -------------------------------------------------------------------------------------
In 1992, President Joaquim Balaguer of the Dominican Republic tried to execute an autogolpe by manipulating election results. His efforts failed, and he had to leave office before the end of his term. Former Peruvian President Alberto Fujimori tried the use the armed forces, the intelligence service and the electoral body to manipulate electoral results in order to remain in power. His efforts also failed, and he had to resign due to popular protest. -----------------------

In Haiti, Jean Bertrand Aristide used violence, corruption, and drug trafficking for profit coupled with electoral manipulation in 2000 in order to carry out an autogolpe. He also failed due to popular protests and had to resign in 2004. And in Venezuela, President Chavez has been applying the autogolpe tactics since his election to remain indefinitely in power. He is actively promoting these practices to other ALBA countries. (Note: ALBA is a coalition of countries that created an non free market trade structure. It is comprised of Bolivia, Ecuador, Venezuela, Nicaragua, Cuba. This group would not exist without Chavez’s petro dollars. Democratic principles are under assault in all five countries which have experienced autogolpes.) In Haiti, currently a beneficiary member of the the Chavez-ALBA partnership, President Preval is employing the ALBA model of autogolpe tactics: ------------------------------------------------

- Electoral coup by naming a partisan electoral body and through the manipulation of elections results at the polling station during the senate elections of April 19 and June 21, 2009. ----------


- Illegal amendment of the constitution to eliminate term limits and reduce the power of Parliament while consolidating the powers of the presidency; -----------------------------------

-Economic coup to steal and transfer revenue generating state enterprises to his friends of the private sector (Groupe de Bourdon and foreign profiteers) --------------------------------------

Rene Preval's autogolpe is being executed so far without the objection of the United Nations or the OAS missions in Haiti that are there to support democracy supposedly. The handling of the April 19 and June 21 elections were in complete violation of the principles of the Democratic Charter. MINUSTAH, the UN mission in country, applauded the elections while all sectors of Haitian society expressed public frustration and still might revolt against this electoral coup. Tolerating the manipulation of the electoral results, which gave Preval's party the majority in the senate, will result in a new crisis in Haiti. These problems need to be addressed now before they become a crisis that will be impossible to manage at the last minute. When people take to the streets in Haiti, the President is forced to resign as was the case for Presidents Duvalier and Aristide. ---------------------------------------------------------------------------------------


While it is easy to stop or block a military coup, it is much more difficult to face down an autogolpe carried out by a legitimate, elected government. The international community has no clear strategy or framework to address coups carried out by legitimate governments. We have seen an incomprehensible tolerance of the international community vis-a-vis the antidemocratic actions of elected governments. This ambivalence to democracy, the rule of the law and good governance is dangerous. The repressive methods employed by legitimate governments to execute their autogolpe generates different reactions from the people. Some have led to popular uprisings; some to impeachments. In a few rare cases, there have been military coups. In this age of democracy, the military coups often happen in countries where the democratic institutions are not strong enough to impeach the head of the executive branch. While coup is coup – and it must be immediately condemned – can the undemocratic behavior of an elected government prior to the coup be ignored? This is the new democracy challenge. -----------------------------


The key question is how to defend democracy, the constitution, and the rule of the law when a democratically elected president does not respect the constitution, the decisions of the legislative power or judicial power and wants to establish a dictatorship through an autogolpe? What do you do when a democratically elected president manipulates the electoral process to illegally give his party the majority? What do you do when a democratically elected president uses violence in the streets to assassinate his opponents and kill democracy? What do you do when democratic institutions which should sanction the antidemocratic acts of an democratically elected president are too weak to do it? What do you do when democratic institutions cannot judge a democratically elected president that purposefully violates the constitution? How can OAS as an institution formed of governments deal with the realities of an autogolpe before it creates a political crisis? What should we do to prevent future undemocratic adventures? This is a true dilemma and OAS just experiences it in the Case of Honduras. Resolution 952 passed by the OAS Friday before the coup did not stop both president Zelaya and his opponents. The region need a better framework to prevent that type of situation. --------------------------------------


On the one hand, the military coup of Honduras is illegal and unconstitutional for kicking the president of the country; on the other, the elected president was executing an autogolpe that the judiciary and legislative branches tried to stop. The elected president did not care about the two other branches of government decisions and was marching ahead with his coup. In such a situation, how do you bring democracy back in-country? How do you reopen dialogue and build trust without forgetting one side’s sins? How do you keep the country on the road to democracy? In that situation will the Secretary General of the OAS, Insulza, be able it to guide the institution with wisdom and tact and apply the Democratic Charter? How will the Chilean-Pinochet experience factor into the management of this issue? How will we continue to convey to the soldiers and the military that a coup will always be unacceptable? How can we sanction a democratically government which manipulates elections, and engages in repression and corruption? ------------------------------------------------------------------------------------

Considering the multiplication of these cases over the past few years, it is an issue that deserves to be to studied in order to identify appropriate responses. As autogolpes are being organized more frequently throughout the region, I put forward the following proposals for consideration:-

- The OAS should establish a commission formed of experts in the promotion of democracy to analyze the various cases and propose a framework on how the OAS should address this issue.--

- The OAS Unit of Democracy should create a watchdog team to monitor developments in the areas of free and fair elections, constitutional amendments, rule of law, the balance of power among the three branches of government, and the politicization of the police and the military. This unit should develop a ratings system that would trigger immediate action by the OAS General Assembly and the Secretary General. The decision of the Assembly will also trigger programmatic activities implemented by the watchdog team. -----------------------------------

- The OAS should organize a permanent monitoring unit for free and fair elections that is completely independent from political interference. This election monitoring unit should have the same status as the Inter American Human Rights Commission. -----------------------------

- The OAS should create a Democracy Tribunal that can hear cases of disagreement between parties. In the case of Honduras, if the OAS had such tribunal they could have heard the case and avoided further conflicts. -------------------------------------------------------------------

- The OAS should create a military-democracy team that will support the work of the watchdog team. This military-democracy team should permanently monitor the military development in countries facing political crisis. ------------------------------------------------------------------

- The OAS should create two new lower status memberships for countries that are violating democratic principles. This could be linked to the IDB, the World Bank, the IMF and other donors institutions. -----------------------------------------------------------------------------

- The OAS should create a coalition of NGOs involved in democracy building capable of assisting the OAS in the promotion of dialogue and peace during crisis. These NGOs should specialize in conflict resolution, political party building, strengthening civil society, elections assistance, civil military relations, and good governance. --------------------------------------------------------

- The OAS should organize round tables and academics in Washington and the region on this issue to generate ideas and solutions. -----------------------------------------------------------

ELECTIONS EN HAITI ET PLANIFICATION DE RENE PREVAL VERS LE PARTI UNIQUE ET LA DICTATURE PAR STANLEY LUCAS

Tout est mis en place pour garantir la mise en place de douze senateurs du parti presidentiel haitien (Lespwa) le 21 Juin prochain et la mise en place d'une dictature calquée sur le régime Chavez du Venezuela. Aucune reflexion serieuse n'est en cours pour faire face aux consequences de ce nouveau coup d'etat electoral. Seuls les observateurs internationaux des Ambassades etudient des strategies pour empecher le secteur castriste de prendre en main les destinees d'Haiti apres avoir eu la main haute sur les mouvements gauchistes ( non de gauche) des Caraibes et de l'Amerique Centrale placee sous coupe reglée. La plupart des membres des commissions presidentielles kap souse zo sont muets et pour cause puisqu'ils travaillent pour un caudillo qui veut enfin accomplir le vieux reve d'Aristide (sans Aristide) : non pas avoir la majorité mais la totalité ! ---------------------------------------------------------------------

En fait, en marge de cette planification, pendant les derniers jours nous avons observe plusieurs diversions de l'Executif pour faire oublier a l'opinion publique le coup d'Etat electoral du 19 Avril et sa finalisation qui aura lieu le 21 Juin : salaire minimum, affaire Fevry, grippe aviaire et autres distractions conjoncturelles... Mais les analystes nationaux ne se sont pas laissés avoir en restant fixés sur le coup d'etat electoral du 21 Juin de Rene Preval qui voudrait pouvoir se debarasser de la constitution de 1987 et proteger le coup d'etat economique notamment les vols des biens de l'etat (teleco - port et aeoport) livrés à ses amis du Groupe de Bourdon. Ce coup d'etat electoral aura des consequences graves sur le pays a court, moyen et long terme, particulierement l'installation d'un parti unique s'il arrive à passer. Que font les partis politiques,la Societe Civile, La Presse, les Etudiants? Ceci merite d'etre analysé en profondeur avant la catastrophe qui s'annonce... -------------------------------------------------------------------------------------

Les partis politiques et le coup d'etat electoral du 21 Juin------
La Fusion et l'OPL manipulés par Preval sont dans les nuages et le virtuel. Ils font semblant de croire qu'il y aura vraiment un deuxieme tour "libre et honnete et democratique" sur la base des promesses peu credibles qui leur sont distribuees . Cette tentation du gain politique leur sera fatale. Ils ont deja oublie le 6 Avril 1997, allez demander a Rosny Smarth. Ils ont aussi oublie les 21 Mai et 26 Novembre 2000. Trois coups d'etat electoraux executes par Rene Preval. OPL ak Fuzion se pat tomat pou bay koudeta elektoral dezyem tou a yon koulè. Preval a bien calcule l'appat avec trois candidats de ces partis admis pour le deuxieme tour. Preval savait que cela suffirait pour les convaincre de participer et legitimer le coup. L'appat tuera les rats qui pensent qu'ils ont une chance d'attraper le fromage. Leur propre histoire demontre que la negociation n'est jamais possible avec les forces antidemocratiques. Vire lanvè vire yo nan dwat se menm bagay. Une fois dans le processus aucun parti n'aura la legitimite de protester quoi que ce soit contre l'illegalite et le tour sera joue. Au sein de la Fusion la plupart des membres ont compris. Le candidat de la Fusion dans le Nord Est Rodolphe Joazile plus proche de Preval que de la Fusion est l'un des blocages pour le boycott. Dans la Grande Anse la mise en place est termine Aurore n'aura pas acces a la seule radio locale controlee par un senateur proche de Preval, le montage au niveau des BIV est aussi pret. Aurore malgre sa popularite pap asiste tiraj. La conference de presse de Marie Denise Claude candidate de la FUSIOn pour le departement de l'Ouest aurait du suffire pour le retrait de ce parti politique du processus. En plus de son argumentation Madame Claude a publie la lettre du Vice President du CEP Rodol Pierre a Frantz Verret, president du CEP sur la strategie a adopter pour garantir la victoire des candidats de Lespwa et l'UCCADE au deuxieme tour (Annexe 1). Victor Benoit auquel Preval aurait promis la Presidence en 2010 , pour le paralyser, constitue aussi un blocage. Ben n'a pas constate que 2/3 du parti sont contre sa candidature a la presidence en 2010 et en plus il ne sait pas ce que tout le monde sait deja, il n'obtiendra pas 2% dans une election presidentielle. Serge Gilles et Victor Benoit ont mene des combats courageux pour la FUSION et pour la democratie. Dans la tradition democratique des grands socialistes le moment est venu pour eux de ceder la place a la nouvelle generation des leaders socialistes Haitiens qui ont entre 45 et 55 ans. En plus Gilles et Benoit sont chanceux d'avoir une equipe valable capable de prendre la releve. En observant les Alix Richard, les Edmonde Beauzile, les Micha Gaillard, les Dully Brutus, les Anthony Barbier elatrye Benoit et Gilles devraient etre fiers de leur heritage. C'est le moment de partir par la grande porte et de garder une position honorifique et symbolique au sein de la Fusion. ----------------------------------------------------------------------------------------------------------
Au niveau de l'OPL, depuis le depart de Gerard Pierre Charles le parti se recherche, les leaders sont comme a l'etat latent. Pourtant dans plusieurs regions du pays l'OPL a une base organisationnelle et ideologique solide. Dans mon departement si l'election etait libre Melius Hyppolite serait le prochain senateur parce que le candidat de Lespwa n'a aucune chance de le battre. Le seul qui aurait pu battre Melius, Luc Fleurinor a ete ecarte par la manipulation des resultats du premier tour en faveur du candidat de Lespwa, Lucas Saint Vil. Au second tour la manipulation est prete pour voler les elections en faveur du candidat de Lespwa, Melius kandida OPL pap assiste tiraj malgre ke ce li ki pral genyen. Gerard Pierre Charles aurait deja compris cette realite de l'environnement politique et serait deja en route pour bloquer le coup d'etat electoral. Que se passe-t-il a l'OPL? Ou sont Rosny Smarth? Edgard Leblanc? Les jeunes de l'OPL? Sont-ils divises sur la strategie a adopter? Quel est l'impact de la presence de Paul Denis au palais sur l'OPL? Quel est l'impact des relations personnelles entre certains membres de la coordination nationale de l'OPL et certains elements du palais et du gouvernement et la strategie electorale a adpoter? Ki empak ke blan lavalas MINUSTHA kap pala sou kote avek OPL genyen sou yo? Ki garanti ke tout blan sa yo bay OPL? Garanti ki pap respekte lè bagay yo pase mal... Lè sa gate blan yo ap lage tout moun pou Preval, tout moun konn sa. Une chose est sure OPL pap asiste tiraj lè palais pral pibliye rezilta dezyem tou a, tout moun konn sa, kijan fe OPL pa konn sa ? ---------------------------------------------------------------------------------------
Plus que jamais l'OPL et la FUSIOn doivent reprendre le dialogue, une coalition permanente de ces deux donneraient une chance au pays. Les autres partis politiques devraient faire de meme et ils doivent serieusement a travers des propositions publiques prendre en compte les aspirations de la population. --------------------------------------------------------------------
Pour le departement de l'ouest tout le monde sait que C'est Mario Viau et marie Denise Claude qui etaient qualifies pour le deuxieme tour. Preval a decide autrement. Au niveau de l'UNION, comment Viau peut-il penser que Lespwa laissera tomber son poulain du kidnapping John Joel Joseph au deuxieme tour? Si Viau croit qu'il a une chance, il est en train de rever. ---------------
Le RDNP, GREH, le MNP-28, RESPE semblent avoir compris la determination de Preval et de Lespwa pour manipuler les resultats du deuxieme tour. La seule erreur de trois de ces quatres partis est que leur boycott est passif alors que ce boycott devrait actif. Face au coup d'etat electoral du 21 Juin 2009, il est tout a fait democratique et normal de demander aux citoyens et aux fideles de prendre les rues le dimanche 21 Juin la apres la messe pour bloquer le coup d'etat electoral. Les pretres, les professeurs, les pasteurs, les leaders paysans, le leadership feminin doivent demander le blocage du coup d'etat elecotral qui a pour objectif final le remplacement illegal de la constitution de 1987 et voler les biens de l'etat generateurs de revenus (teleco, port et aeoport de Port-au-Prince). -----------------------------------------------------------------

Le quatrieme parti politique RESPE a essaye la voie legale en essayant de solliciter l'intervention du parlement et de la justice avec des preuves patents. Respe http://www.respehaiti.com/ a l'appui de preuves substantielles a demontre les violations de la loi et de la constitution. RESPE a etabli des bases serieuses pour la destitution du CEP et la non-reconnaissance des resultats manipules et illegaux du 19 Avril. Le CEP a viole les articles 161 et 161.1 de la loi electorale (voir annexe 2). Au senat Kely Bastien qui a recu la plainte de RESPE ne fera rien, il reste l'objet de Preval au senat bien qu'il affirme le contraire, certains senateurs reagiront, on verra la suite. Au niveau de la Chambre des deputes la CPP prepare Novembre. La justice de son cote semble etre debordee entre les pressions politiques, l'application de la loi et les tentations financieres. La Presse et le Coup d'etat Electoral du 21 Juin----
Rene Preval et le Groupe de Bourdon ont beaucoup investi dans la presse pour eviter les critiques et la construction d'un consensus national contre le coup d'etat electoral et le coup d'etat economique. Une grande partie de la presse dort dans les bras de Preval et ronfle sur le Groupe de Bourdon. La presse n'a meme pas pris le temps d'analyser les resultats se trouvant sur le website du CEP. Une analyse des resultats demontrent que Preval a utilise la meme technique que le directeur des operations du CEP de 2000 Pharaon pour manipuler les elections de 2009. La difference est qu'en 2000 Pharaon avait manipule les resultats au centre de tabulation, en 2009 Preval a opere la manipulation au niveau des bureaux de vote. Si la presse avait consulte la publication des resultats du CEP sur leur website, la presse se rendrait compte qu'aucun des membres des bureaux de vote n'a des notions comptable. En comptant le total des bulletins servis et les votes exprimés pour chaque candidat on découvre que rien ne balance. Et c'est la qu'on decouvre la magouille. Les votes à coté des candidats sont souvent plus nombreux que les bulletins qui ont servis! C'est un véritable tour de magie! Pire encore, aucune radio n'en parle! Quelqu'un s'est-il donné la peine de consulter le Web? ------------------------------------

Le blocage dans la presse des intervenants coherents politiques capables d'expliquer au pays ce qui se passe est systematique. Pour bloquer des intervenants ce directeur de radio gene parce qu'il a touche pour se justifier declare avec un ton mensonger, Ah! vous savez, vous travaillez pour un secteur je ne peux pas vous laisser parler. On se rend compte apres deux coups fil qu'un homme du bas peu de chose travaillant a l'APN kap souse zo nan men gwoup de boudon a regle l'affaire. Il n'y a que les critiques douces, ceux qui se plaignent qu'on laisse passer au cours des emissions d'analyse. Les hommes d'actions, coherents pouvant trouver des solutions sont ecartes. ----------------------------------------------------------------------------------------

En 2009, pour le malheur de notre pays la presse est baillonnee pour quelques gourdes et la publicite du groupe de bourdon. Des directeurs de l'information recoivent des woulman paralleles du palais et du Groupe de Bourdon, certains proprietaires de medias recoivent des menaces de retraits de publicites s'ils laissent certaines personnalites parler. Les injustices economiques de l'APN sont ignorees. Des journalistes qui en parlent sont menaces. A cause des coups d'argent certains elements de la presse dans leurs reportages criminalisent des revendications legitimes et legales de plusieurs secteurs de la population pour proteger le pouvoir et le Groupe de Bourdon. Par exemple un journaliste dans son reportage parlant des protestations des etudiants affirmera " Etudiants ou casseurs?" Une facon de disdrediter les etudiants. Une grande partie de la presse entre la corruption et les pressions economiques et menaces politiques est baillonnee. A quand le reveil? Ils seront les premieres victimes du syteme de parti unique que construisent Preval et le Groupe corrompu de Bourdon. --------------------

La Societe civile et le coup d'etat electoral du 21 Juin --
Une grande partie de la societe civile a boude les elections. La participation au premier tour des elections legislatives du 19 Avril 2009 est estime a 7% alors que celles du 21 Mai 2000 etait estime a 60%. Faisons-nous marche arriere? Pour la societe civile Preval et le Groupe de Bourdon representent des menaces pour Haiti. Alors que la reaction generale dune partie de la societe civile est passive, les etudiants semblent se soulever contre l'inacceptable. La societe civile complete rejoindra-t-elle les etudiants? En tout cas ceux qui ont recus leurs contrats et font de l'argent ont abandonne le bateau de la collectivite. ---------------------------------------

Quand aux partis sans le depart des dynosaures la base du pays continuera a les ignorer. Au lieu d'accompagner les etudiants ils ont encore rate une opportunite. Pour avoir une idee ou se situe les acteurs politiques du pays voir annexe 3 au bas de la page. ----------------------------------

Les jeunes, les etudiants, les ecoliers representent l'avenir. Ils semblent etre les seuls a comprendre l'heritage que les aines au pouvoir preparent pour eux. Il n'y a que les jeunes a vouloir arreter l'hemorragie. Ils ont deja comprit les jeux du palais et de la primature. A leurs yeux le Groupe de Bourdon est comdamne a perir. A leurs yeux la MINUSTHA et Rene Preval qu'elle supporte sont dans le meme panier. N'est-ce pas la MINUSTHA qui au lieu d'accompagner les etudiants dans leurs revendications conseille a la police de criminaliser les revendications legales et legitimes et leurs droits constitutionnels de dire non? Est-ce le resultat de la politique des employes lavalas de la MINUSTAH? La MINUSTAH perd chaque jour sa credibilite avec ses employes lavalassiens comme Lizbeth Cullity qui sont a la fois juge et partie. Toutes les information que ces employes collectent des autres secteurs vont trouver lavalas. Les Haitiens doivent le savoir. ----------------------------------------------------------------------

Le pays doit aussi savoir que ce n'est pas la premiere fois qu'un chef d'Etat haitien tente de s'approprier le pouvoir en utilisant les cartes electorales ou constitutionnelles. Cette approche porte ne nom technique d'autogolpe. Avant Preval citons par exemple Nord Alexis qui dut s'exiler enveloppé dans un drapeau francais quelques jours apres de tels essais infructueux ou encore Tiresias Simon Sam qui au moment de quitter le pouvoir s'ecria : " Nous avons tenté une reforme constitutionnelle et de doter le pays d'un Senat fort, si nous partons de cette maniere je peux vous dire qu'il n'y aura plus de gouvernement haitien apres nous, Haiti sans notre equipe va disparaitre!" Mais oui, quand on est president en Haiti on peut facilement perdre la tete!... ---------------------------------------------------------------------------------------------------

COHA's Closet of Dubious Stories by the International Republican Institute


This latest installment about IRI and its Chairman, Senator McCain, is a repackaging of baseless conspiracy theories – some borrowed from others.COHA fails to tell readers that the work of IRI is identical to the work of the National Democratic Institute and both have been funded by Democratic and Republican administrations. -----------------------------------------------------------------------------------------------------------------------------------------------------------------


COHA quotes Ghassan Atiyyah as saying he parted ways with IRI over his criticism of the Bush administration's handling of the Iraq war. If COHA had asked IRI they would have learned that IRI staff in Iraq were also critical of U.S. government efforts. This also fails to explain that after Mr. Atiyyah completed work for the grant, IRI recommended him to the National Endowment for Democracy for further funding. ---------------------------------------------------------------------------------------------------


Without offering any evidence COHA claims IRI is "skewing public opinion in order to yield a desired outcome." This is a complete fabrication. COHA's infatuation with a former employee of IRI, Stanley Lucas, conveniently overlooks key pieces of the story which would essentially reverse COHA's conclusions: two separate full-scale USAID Inspector General investigations found no evidence that IRI's Haiti programs were responsible for the "overthrow of the country's democratically-elected President."-----------------------------------------------------------------------------------------------------

Regarding the April 2002 Venezuela episode COHA tries to paint a negative picture of IRI's work, all of which is baseless. The only mistake that was made was the statement by Mr. Folsom and IRI has said that for years.----------------------------------------------------------------------------------------------------------------------------------
The general assertion that John McCain's foreign policy views are shaped by IRI suggests how little COHA knows about broader global policy-making. The Senator hardly needs IRI to shape and extend his foreign policy knowledge. ---------------------------------------------------------------------------------------------------------------------

If COHA wishes to provide serious analysis, it would be preferable to start with real facts – not misleading items from COHA's closet of aging and parochial stories.

Haïti : Plus dure sera la chute par Nancy Roc

17 mai 2008 Alterpresse Un mois, jour pour jour, après le vote de censure du Sénat contreJacques Édouard Alexis et son gouvernement, c’est au tour du Premierministre désigné, Éricq Pierre, d’essuyer un échec devant la Chambredes Députés. Ces derniers ont, en effet rejeté, le 12 mai, sa nomination parcinquante et une voix contre, trente-cinq pour et neuf abstentions.C’est le second camouflet infligé en onze ans par la Chambre basse àÉricq Pierre officiellement, en raison, notamment, d’une absence decohésion « dans les pièces d’identité du récipiendaire, dont le nom(Éricq Pierre ou Pierre Éricq) apparaîtrait dans des arrangementsdifférents selon le document consulté. [1] ». -------------------------------------------------------------------
Si cet échec ne nous étonne pas, il semble avoir choqué plusieurspartis politiques, autant qu’une grande partie du public. La populationhaïtienne, toutes couches sociales confondues, est durement touchée parla hausse du coût de la vie, du pétrole et des produits de premièrenécessité. Sur les ondes des différentes stations de la capitale, ellene peut plus cacher une fatigue frisant l’écœurement, face aux pratiques sans éthique qui caractérisent certains parlementaires, enparticulier certains députés. Faisant fi des menaces qui ont pesé sur certains de leurs confrèrespendant les émeutes d’avril et feu de paille des attentes du peupleface à la vie chère, le bloc des parlementaires « anti-Pierre » estallé « jusqu’au bout d’un scénario qu’on redoutait dans l’opinionpublique depuis plusieurs jours » [2]. -----------------------------------
Haïti se retrouve donc face à une énième impasse politique qui risquede plonger le pays dans une nouvelle zone de hautes turbulences auxconséquences graves pour une population déjà à bout de souffle.Quelles sont les raisons officieuses de ce rejet ? Quels sont lesprincipaux mandataires qui n’ont cure de la faim qui tenaille leursmandants dans ce jeu macabre ? Quelles en seront les possiblesconséquences pour l’avenir du peuple haïtien ? Quels sont les enjeuxpolitiques qui se profilent à l’horizon de part et d’autre ? ---------------------------------------------------------
Telles sont les questions auxquelles nous tenterons de répondre dans cetexte.
Tractations dans les coulisses du pouvoirLe 12 mai, à l’issue de plusieurs heures de débats souvent houleux, laConcertation des parlementaires progressistes (Cpp) a confirmé sa forcepolitique au sein de l’assemblée en réunissant les 51 voix ayant permisd’écarter la candidature d’Éricq Pierre.Cette décision a été qualifiée de « revancharde » par de nombreuxpartis politiques, et la population a clairement exprimé sadésapprobation face à ce rejet qui oblige le pays à faire face à unenouvelle impasse politique alors que la situation socioéconomique estcritique.--------------------------------------------------------------------
Même son de cloche du côté de l’Église et du secteur privé : « C’est unjeu politique » a déclaré l’évêque de Jacmel, Monseigneur Poulard, pourqui cette sanction ne fera qu’aggraver la situation du pays. De soncoté, le président de la Chambre de Commerce et d’Industrie d’Haïti(Ccih), Jean Robert Argant, a affirmé que le rejet du choix d’Éricq Pierre aura des conséquences négatives pour le pays, précisant « quel’absence d’un gouvernement légitime est un obstacle aux efforts desdifférents secteurs pour relancer l’économie nationale. Il estimportant que le vide soit comblé dans le meilleur délai [3] ».----------------------------------------------------------------------
Quant à la communauté internationale, alors qu’elle s’attelait àfaciliter le déblocage de fonds d’urgence face à la crise alimentaire,elle a désormais les mains liées. L’Ambassadeur du Canada, ClaudeBoucher, a déclaré, cette semaine sur les ondes de Radio Métropole, que« le vide est préoccupant (…) Un mois sans gouvernement est unehypothèque très lourde pour le pays », a-t-il souligné en ajoutant que« les délais sont scandaleux et on connaît les enjeux », a lancé lediplomate canadien en espérant un sursaut des acteurs politiques pournormaliser la situation. D’autre part, il a précisé que « la criseactuelle suscite des interrogations de la part des autoritéscanadiennes désireuses d’accompagner le pays sur la voie du progrèséconomique. Il faut répondre à ces interrogations par des actions,telles le vote de la Loi électorale et la ratification du Premierministre » [4], a-t-il conclu.----------------------------------------------
La désapprobation est donc générale, et l’intérêt mesquin et personneldes députés de la Cpp est fustigé de toutes parts. Ils ont voté pourleurs intérêts et à l’encontre de ceux d’une nation en état d’urgence.« En mercenaires », a même lancé un port-au-princien, outré parl’attitude des députés, lors d’un micro-trottoir diffusé cette semainesur Radio Métropole. Que s’est-il donc passé dans les coulisses du pouvoir et de la Chambrebasse ? ------------------------------------
Les dissensions entre les députés pro-Éricq Pierre et anti-Éricq Pierreont rapidement fait surface, notamment à travers les déclarations dudéputé Dorson Jean Beauvoir. Ce dernier a révélé que « des députés dela Concertation des parlementaires progressistes (Cpp), tombeurs duPremier ministre désigné Pierre Ericq Pierre, ont, à travers des maires, des Casecs et des organisations bidon de leurscirconscriptions, obtenu de la Primature, à l’initiative de JacquesEdouard Alexis, des chèques allant de 400.000 à 600.000 gourdes pourfinancer des projets fictifs, dont la réhabilitation d’écoles ».« Ce sont des accusations gratuites. Il faut faire de la politiqueautrement », a rétorqué le député Gasner Douze de la Cpp. « À laprimature, il y a une liste de projets. Cela ne date pas d’aujourd’hui», a-t-il ajouté, en rejetant les accusations de favoritisme et decorruption. « C’est normal. Les fonds ont été débloqués. Il fautmaintenant vérifier sur le terrain si les travaux sont réalisés [5] »,a-t-il conclu. -----------------------------
Selon certains observateurs, à travers ce jeu macabre et cruel quidémontre le désintérêt total des députés de la Cpp par rapport auxpréoccupations d’un peuple affamé, c’est bien la course à la présidencede 2011 qui est déjà lancée, et une course contre la montre a doncpoussé les députés à cet acte irresponsable. ---------------------------------------------------------------
En effet, les élections pour le renouvellement de la Chambre basseauront lieu dans un an et les présidentielles dans deux ans, pouraboutir à la mise en place du prochain chef de l’État en 2011.Or, c’est sous la gestion du prochain Premier ministre que serontorganisées ces élections.
Il n’est donc pas étonnant que ces députés- qui avaient déjà étéaccusés d’avoir été monnayés par Jacques Édouard Alexis pourl’obtention du vote de confiance du 28 février dernier- se soient, unefois de plus, laissés tenter mais, cette fois-ci, en se désolidarisantdu président. Ils veulent désormais assurer leurs arrières autant queleur éventuelle réélection. ------------------
Les déclarations du député Dorson Jean Beauvoir ne viennent queconfirmer les rumeurs de monnayage de certains parlementaires parJacques Édouard Alexis qui n’a certainement pas avalé le vote desanction qui lui a été décerné par le Sénat le 12 avril dernier.Homme orgueilleux et ambitieux, il avait tenu à souligner que sa chute « ne signifiait pas la fin de sa carrière politique » [6], enpromettant au peuple de ne jamais l’abandonner en chemin. ----------------------------

Les ambitionsprésidentielles d’Alexis sont connues de tous. Y a-t-il eu un affrontement à distance entre Préval et Alexis à laChambre basse ? Oui, répondent sans hésitation certains observateurs. Pour eux, cetaffrontement démontre aussi que Préval a sous-estimé Alexis et que cedernier a conforté sa base au détriment de celle de Préval, au seinmême de Lespwa [7].
Ainsi, trois tendances s’annonceraient-elles pour les prochainesélections : D’un côté, Jacques Édouard Alexis pourrait se présenter comme candidatavec une base plus solide et former son propre parti. Une sourceparlementaire nous a d’ailleurs confirmé l’existence de conciliabulesau sein de la Cpp pour que cette Concertation se transforme en partipolitique. De plus, certains observateurs avaient avancé l’hypothèseque Préval aurait pu avoir laissé les émeutes d’avril s’empirer pourdémettre Alexis. Ce dernier aurait donc pris sa revanche à travers lerejet du Premier ministre désigné par le Chef de l’État ; -------------------------------------------------
D’un autre côté, 72 heures après le rejet de son Premier ministredésigné, René Préval n’avait toujours pas fait de déclaration, malgréle grave blocage que pourrait entraîner la décision de la Chambre bassedans une situation de crise déjà alarmante. Or, les noms de troispersonnes pouvant remplacer Éricq Pierre sont déjà cités au plus hautniveau. Le Ministre sortant de la Planification et de la Coopérationexterne, Jean Max Bellerive, Robert Manuel et Joanas Gué, Secrétaired’État à l’Agriculture, font figure de favoris pour occuper le prochainposte de Premier ministre désigné. Tous les trois sont proches duprésident et, à travers le choix du prochain chef de gouvernement,Préval révèlera son poulain pour les prochaines élections ;Enfin, l’ombre d’Aristide persiste sur l’échiquier politique haïtien. Selon certaines sources, Préval ne souhaiterait pas le retour de l’ailedure de Lafanmi [8] au pouvoir. Or, le Père Gérard Jean-Juste est citéouvertement sur les ondes des stations lavalassiennes de Floride commele poulain d’Aristide pour 2011. ---------------------------------------------------------------------------
Le rejet d’Éricq Pierre : quelles conséquences ?Le rejet d’Éricq Pierre par les députés de la Concertation desparlementaires progressistes (Cpp) prouve que ces derniers ne sont,contrairement à leur appellation, non seulement pas progressistes, maisils ont confirmé l’échec de la Chambre basse comme institution de laRépublique. --------------------------------
D’autre part, après la déception du vote de confiance accordé le 28février à Jacques Edouard Alexis, certains émeutiers avaient clairementmontré leur hostilité à l’encontre de certains députés. Cependant, cesderniers ont bien vite oublié qu’en démocratie, la politique est l’artde supprimer les mécontentements [9]. -----------------------------------------------------------
L’acte posé le 12 mai par les députés de la Cpp a aussi renforcé leconstat de l’échec de la Plateforme Lespwa, n’en déplaise auxprésidents des deux Chambres, qui ont qualifié « d’exercicedémocratique » le rejet du 12 mai, alors que Lespwa est l’objet detoutes les critiques. Ainsi, si Alexis avait été un fusible en avrildernier, à l’avenir, lors de l’éventuel -et très prévisible- éclatementde nouvelles émeutes, les nouveaux fusibles seront-ils certainement lesdéputés de la Cpp et même, possiblement, René Préval. --------------------------------------
Quant aux accusations du député Dorson Jean Beauvoir, elles sontvirtuellement soutenues par la circulation, sur l’Internet, des copiesde chèques de la BRH [10]signés par Alexis. Voilà donc une occasion enor de vérifier si l’allégeance, fièrement proclamée du Commissaire deGouvernement Claudy Gassant à Préval, est réelle, autant que sesprétentions de vouloir lutter contre la corruption ! ------------------------------------------------------------------------------------
Au moment où l’on évoque la possibilité de représenter Éricq Pierredevant la Chambre basse, il faut espérer que cet homme de savoir-faire et de bonne volonté, ne se laissera pas humilier une troisième fois àla face du monde entier ! --------------------------------------------------------
Alors que Joseph Jasmin, coordonnateur de Lespwa et ministre chargé desrelations avec le Parlement a affirmé que la page Éricq Pierre a ététournée après le vote de la Chambre basse, l’ex-Premier ministredésigné a donné une conférence de presse à l’Hôtel Montana le jeudi 15mai.
Avec une rare élégance, Éricq Pierre a remercié tout le monde : duPrésident de la République jusqu’à la Concertation des parlementairesprogressistes (Cpp), en passant par les partis politiques, la sociétécivile et la presse objective. Toutefois, il a aussi mis les points surles « i » en révélant ceci : « dès le début du processus, je me suisheurté aux forces de la corruption. Mon refus de pactiser avec elles mevaut aujourd’hui d’être écarté par la Chambre des Députés. Les mots «patrie » ou « intérêt du pays » n’ont jamais été présents dans lesmessages des émissaires qui me pressuraient pour négocier en faveur deleurs protégés des postes de Ministres, des enveloppes d’argent ou desprojets pouvant faciliter leur réélection. -----------------------------

J’ai toujours professé que je n’accepterais pas d’être Premier Ministre à n’importe quel prix. Etje ne pouvais pas non plus prendre des engagements qui hypothèqueraientles ressources du Trésor Public avant même d’entrer à la Primature.J’ai aussi voulu jouer cartes sur table, refusant d’entrer dans le jeude ceux-là qui pensent pouvoir se cacher indéfiniment derrière unmasque anti-néolibéral ».
Éricq Pierre a tenu aussi à avouer qu’il avait sous-estimé le poids desforces de la corruption. D’un calme olympien, il a précisé qu’il nevivait pas la décision de la Chambre des Députés comme un dramepersonnel. Il a noté qu’après sa rencontre avec les députés de laConcertation des parlementaires progressistes, qui avaient accepté dele rencontrer sur demande du Premier ministre Jacques Édouard Alexis qui, lui-même, avait acquiescé à la requête du Président de laRépublique, il était convaincu que la Cpp n’allait pas l’appuyer : « àmoins que le Président de la République et le Premier ministre JacquesÉdouard Alexis arrivent à persuader les membres de la Plateforme Lespwaet les membres de Cpp de m’accorder leur vote. Ceci n’a pas eu lieu etje ne veux pas spéculer sur ce qui s’est passé ». ------------------------------------------------------
Éricq Pierre a donc, semble-t-il, tiré sa révérence, et il l’a faitavec courage et une grande classe, malgré la bassesse des différentesautorités en place qui l’ont amené à la boucherie.
En effet, Préval sachant pertinemment qu’Éricq Pierre ne disposait pasde base politique, aurait dû faire campagne pour la candidature de sonPremier ministre désigné, autant auprès du public qu’auprès de laPlateforme Lespwa. Mais il n’a rien fait, absolument rien, ce quiprouve encore l’acuité de la pensée de Sénèque qui disait qu’ « aucunvent n’est favorable à celui qui ne sait pas où il va ». D’autre part,les déclarations d’Éricq Pierre viennent confirmer les informations decorruption contre la Cpp, notamment celles qui évoquaient que cesderniers souhaitaient obtenir cinq ministères au sein du prochaingouvernement. --------------------------------------
Une chose est certaine : plusieurs masques sont tombés après ce rejetdu Premier ministre désigné. De plus, le mécontentement est palpable àtous les niveaux de la société et les signes d’exaspération de lapopulation pourraient facilement s’envenimer. ------------------------------
En effet, on apprenait le 5 mai dernier que « des leaders populaires dela Savane des Cayes, la zone la plus défavorisée de la région du Sud,avaient lancé un ultimatum au Parlement haïtien et au président RenéPréval pour qu’ils s’assurent de la ratification d’un nouveau PremierMinistre ». Ces « leaders populaires » - qui avaient organisé lesémeutes de la faim dans la ville des Cayes au début du mois d’Avril -ont prévenu que des manifestations plus violentes que celles tenues récemment pourraient avoir lieu si, d’ici le 12 mai, « un nouveauPremier Ministre n’était pas ratifié, pour que ce dernier puissecommencer au plus vite à s’attaquer aux problèmes de la faim, du coûtélevé de la vie et de la hausse vertigineuse des prix des produits depremière nécessité » [11]. ------------------------------------------------------------------------------------------
Enfin, dans cette nouvelle impasse politique dans laquelle se trouveHaïti, comme stipulé par l’économiste Marc L. Bazin, « nous sommes unefois de plus à la croisée des chemins. La conjoncture est pleine depérils. Entre un président omni présent et un Parlement divisé, de plusen plus décidé à ne pas céder la moindre parcelle de son pouvoir, unnouveau Premier ministre va devoir se frayer sa voie vers l’efficacité.La crise alimentaire va certainement s’aggraver, car les causes quil’ont engendrée -notre faiblesse de production et la montée des prixinternationaux- ne vont pas disparaître du jour au lendemain » [12].Les conséquences du prolongement du vide gouvernemental actuel risquentdonc d’être incalculables, et plus dure sera la chute pour tout lemonde. ---------------------------------------------------------------------
Charles Péguy disait que « la politique se moque de la mystique, maisc’est encore la mystique qui nourrit la politique même [13] ».Connaissant le côté mystique qui domine l’imaginaire haïtien, si l’onse réfère à l’image du récent naufrage du bateau dénommé « Dieu soitloué » en provenance de Pestel… alors, nous préférons ne pas nousprononcer sur la vision de la catastrophe nationale qui se profile àl’horizon.

Haiti: President Rene Preval’s questionable record on democracy, security and stability by Stanley Lucas

Democracy can flourish in Haiti – if given the chance. Despite military coups and the selfish misuse of power by their elected leaders, corruption, and bad governance, Haitian voters have always done their part and shown up at the polls when they felt their votes would count, and organized themselves to stay away when they knew the process was corrupt. Trough a complicated network of rumors and innuendo, they have made a real effort to stay informed and seek out reliable information. However, after the voters have fulfilled their duty, the leaders they elected fail to keep their end of the bargain, and worse, have morphed into the repressive regimes that they fought to oust. Those elected have had one goal: preserving power at any cost. Whether it’s pilfering Haiti’s meager resources or leading Haiti down a dangerous path with the international community (as seen in the above picture of Preval being friendly with Ahmadinejad), it is the Haitian people who always pay the price.

Unfortunately, the current President, Rene Preval does not offer much hope of this trend being reversed. President Rene Preval has built an abysmal record of implementing democracy. He directly supported the rigging and manipulation of three elections (April 6, 1997, May 21, 2000 and November 26, 2000) in favor of his mentor and political ally, former President Jean-Bertrand Aristide. The manipulated results of the April 6, 1997 elections were blocked by Prime Minister Rosny Smarth. Preval dissolved parliament in January 1999, politicized the police and allowed corruption to prosper while drug trafficking was on the rise under the control of Aristide’s foes. Several years later, the electoral crisis of 2000, that Preval helped to create, led to Aristide’s resignation leaving Haiti in chaos.

Because of its leaders failure to democratize, Haiti remains in an almost constant state of political chaos. Since 1990 the United States and the United Nations, at the request of Aristide, have intervened at least 13 times to restore peace and democracy. Those operations have cost billions of dollars, and there is still nothing to show for it.

In 2006 Haiti once again was optimistic and inaugurated a new era with Rene Preval’s second term in office. Preval received 47.8% of the vote, and the entire country had high hopes that Preval was the changed man he professed to be. The first twelve months in office were characterized by prudent progress. A coalition government was put in place; a dialogue with various sectors of society was launched; security improved; and optimism grew. Over the past five months, however, optimism has been giving way to anxiety. Several actions by President Preval have raised concerns about a political recession into the familiar chaos of his previous regime. Several major issues have raised concerns:

Amending the Constitution: President Preval has renewed attempts to illegally amend the constitution, following the tactics of renegade Venezuelan President Hugo Chavez, to reinstate a new form of “presidency for life” and eliminate the checks and balances of parliament. According to recent polling, Haitians are overwhelmingly opposed to these measures. The framers of the Haitian constitution, ratified in 1987, took into account the past practice of Haitian leaders to illegally modify the constitution and strengthened provisions and processes to amend the constitution. President Preval has not followed these provisions. Further, when he last distributed the draft amendment four months ago, he had such a negative reaction from all sectors of Haitian society that he was forced to withdraw it. In fact 70 of the 99 Parliamentary Deputies sent a letter to the United Nations outlining their concerns about the Preval Administration’s recent assault on Haiti’s fragile democratic institutions. Notwithstanding the illegality of this amendment, focusing on amending the constitution should not be a priority for a country that lacks security and basic services. But he has not given up. The parliamentarians caution that without international support and attention to this issue, further political instability will ensue.

Foreign policy supporting Iran and other undemocratic regimes: Haitian leaders have made a public spectacle of their support for the rogue Iranian regime. Preval was seen at the inauguration of Nicaraguan President Daniel Ortega chatting friendly with Mahmoud Ahmadinejad, the leader of Iran. While the international community was trying to broker an agreement with Iran regarding its nuclear programs, Preval’s Foreign Minister Raynald Clerisme went to Iran to seek support for building security in Haiti. When asked about the trip, Clerisme claimed he only “participated in a conference”. However, Preval and Clerisme gave verbal instructions to Haiti’s key diplomatic missions to vote against any international initiative that would condemn Iran. As a result, Preval’s Haiti helped prevent the passing of the resolution introduced by Canada in the United Nations Human Rights Commission to condemn the actions of the Iranian regime.

Haiti is also being swept up in the overall anti-democratic movement in Latin America fronted by the ALBA Alliance, lead by President Chavez with Fidel Castro and others. This is not good for democracy and regional – or global – stability. These actions only alienate key international political support. For Haiti to succeed in pulling itself out of a severe cycle of poverty, international support will be needed. With the world lining up against terrorist and rogue states, Haiti cannot afford to align with these fringe elements. ---------------------

Hiring a convicted criminal as his security advisor: Preval has appointed a known militant, Patrick Elie, to serve as the President of the National Security Commission. Mr. Elie was arrested by the US Secret Service on April 23, 1998 for plotting to kill the Haitian Ambassador to the US. He spent three years in a US jail, and was deported to Canada (please refer to United States Court of Appeal No 96-4638 for additional information). Mr. Elie formerly served as an Assistant Secretary in the Aristide Administration in 1991. At that time, he faced allegations of torturing detained political activists and building up a militia for Aristide. The presence of Mr. Elie in this official capacity in such a critical post raises concerns among many democratic activists in Haiti. ----------------------------------------------------

Manipulating the electoral process: This is a key concern. Since 1994 all political crises in Haiti have developed from electoral manipulation. Unfortunately there are signs that this trend may continue under Preval. After inauguration in 2006, Preval has been strategically undermining the country’s electoral authorities with the ultimate goal of dissolution. This has had a direct impact on several upcoming local elections. Specifically, for the past 18 months, Preval has delayed the organization of the indirect elections necessary for the creation of Haiti’s Permanent Electoral Council by refusing to finance the electoral institution. (Haiti is required to create a Permanent Council to replace the Provisional Council that organized the 2005 election of Preval.) This has resulted in the postponement of the senate elections that should have occurred on December 17, 2007. The date for the indirect elections remains uncertain.

In December, Preval without any legal or procedural justification broke the consensual agreement between the political parties, civil society and the government that provided for the formation of a non partisan and independent electoral institution. Without consultation, he fired the independent electoral council and put in place a partisan electoral body ultimately comprised of his friends and allies after making a considerable show of consulting with many sectors. This is unquestionably bad for Haiti. Past events in Haiti and recent events around the world have shown that without a legitimate and trusted electoral body, there is a breakdown in trust between the government and the people and instability ensues. The recent chaos in Pakistan and Kenya are examples of what could happen if nothing is done to correct this trend.

Preval is also misreading the US political system. He seems to believe that a change in the White House will mean that no one will be watching and he will be able to proceed with the manipulation of these elections. He has it wrong. The Haitian democracy activists and various sectors of Haitian society are organizing to meet the challenge - the same way they did against Preval’s previous electoral coups in 1997 and 2000. ----------------------------------------

Manipulating the United Nations presence in Haiti and international supporters to prop up his regime instead of using democracy: Both Rene Preval and his associate, former President Aristide, have proven over the past 15 years that they have mastered how to negotiate with the international community to achieve their political self-preservation goals. Haiti is heading down a path which if unchecked can only result in further requests for support from international organizations. For example, the Prime Minister is incapable of addressing the urgent issues and of the 18 cabinet ministers only five of them are actually performing. Since Preval took office the cost of living has risen 30%. Poverty has risen to such alarming levels that the country could face popular uprisings that can led to chaos after the carnival in February. However, as a result of years of manipulating the international system, there is now, in Haiti, a popular perception that the UN and the OAS presence essentially supports and protects the Preval regime and instead of democracy and the people’s interests.

The Establishment of civilian security cells: Preval has established security cells that are similar of the state security police of Cuba or the Bolivarian clubs in Venezuela. These type or paramilitary civilian networks are been built in many quarters and constitute a threat to democracy.

The bottom line is that President Preval cannot be allowed to repeat the undemocratic practices of the past. Haiti – and the region – could benefit from some “preventative medicine” in the form of support to the democratic reformers in the region. International attention and pressure have proven a deterrent in the past, and that assistance should again be leveraged before the process spirals out of control.

Recommendations:

· Preval should not alter the constitution; he should focus on the country’s priorities. This is a divisive issue that the majority of Haitians are opposed to. Preval should focus on solving the basic problems that the majority of the Haitian citizens are facing: security, jobs, education, and health care. The average Haitian makes less than a dollar a day.

· Haiti should pursue a foreign policy that seeks to build better relations with allies; he should not pursue relationships with rogue regimes. Preval should cut all relations with Iran until they renounce and condemn terrorism. Haiti’s foreign policy should be supportive of democracy and human rights. Haiti should actively seek economic support and trade agreements creating opportunity for the people. The United States, Brazil, Canada, the Dominican Republic, and Mexico are countries that Haiti could reach out to for support.

· The Preval administration should build trust and support in the government. Preval should fire Mr. Elie and should follow the constitution and allow the government and it’s ministers to develop a comprehensive national security strategy to help the country face the internal and external threats. The Administration should also take immediate steps to create an impartial permanent electoral council to conduct overdue elections.

· Parliament should fulfill its oversight role. After two years it is time for parliament to evaluate the performances of the Prime Minister and the eighteen members of the cabinet. They should give a vote of confidence to cabinet members that have performed well and, according to the constitution, give a vote of no confidence to those that are not working in the interest of the Haitian people.

Haiti: Letter The New York Times Refused to Print Responding to "Mixed U.S. Signals Helped Tilt Haiti Toward Chaos"

In response to the three page, 7,745-word article, "Mixed U.S. Signals Helped Tilt Haiti Toward Chaos" that appeared in The News York Times, the International Republican Institute submitted a 183-word Letter to the Editor. The Times refused to print the letter as submitted and went so far as to edit the substantive content of the letter. Below we have provided both letters so you, the reader, can see for yourself. --------------------------------------------

First, in working with The New York Times to print the Letter to the Editor, IRI originally included the sentence, "Bogdanich managed to find support for some of Curran's allegations amongst a small number of Haitians, all of whom spent years on former President Aristide's payroll or are accused death squad leaders." In editing that sentence The Times stated, "The News Department disputes the accuracy of 'support for some of Mr. Curran's allegations among a small number of Haitians, all of whom spent years on former President Aristide's payroll or are accused death squad leaders.'" Accuracy notwithstanding, The New York Times does not have the right to edit the substantive content of an individual's Letter to the Editor. ----------------

Second, IRI also included the sentence, "You also neglected to mention that Curran's predecessors and successors in Haiti praised IRI's programs; you even cropped Curran's predecessor (appointed by President Clinton) out of a photo with IRI officials." The Times completely removed any mention of the cropped photo. -------------------------------------

Third, IRI stated, "You neglected to mention that Colin Powell contradicted a basic tenet of your story when he told you he didn't accept your view that he differed with his Assistant Secretaries over Haiti policy." However, The Times changed the sentence so drastically that it no longer conveys that sentiment. The Times version reads, "Contrary to a suggestion in the article of two American policies in Haiti, there was only one policy. Indeed, as you wrote: 'Colin L. Powell, the secretary of state at the time, said that the American policy in Haiti was what Mr. Curran believed it to be, and that the United States stood by Mr. Aristide until the last few days of his presidency.'"

Walt Bogdanich's piece (The New York Times 1/29/06) reads like a bad college thesis. Bogdanich strings together disparate allegations to prove a hypothesis, repeatedly leaving out inconvenient contradictory information

"The article's core charge – that IRI in Haiti 'undercut the official United States policy and the ambassador assigned to carry it out' – is based on accusations by former U.S. Ambassador Brian Dean Curran. The only support for Curran's charge comes from former associates of ousted President Jean-Bertrand Aristide and an accused death squad leader. All are dubious sources, and all have ample motivation to criticize IRI. Omitted from the article is any mention of Curran's predecessors or successors as ambassador to Haiti, none of whom has criticized IRI's work. Moreover, none of Curran's superiors – policymakers Otto Reich, Roger Noriega or Colin Powell – express any belief that IRI 'undercut the official US policy,' and none offer any criticism of the Institute's work in Haiti. In fact, for more than a decade, through both the Clinton and Bush Administrations, our work in Haiti has been judged sufficiently meritorious by the U.S. government that we have received funding to work there whenever we requested it.

"If a picture is worth a thousand words, these contradictions are best illustrated in one of the article's accompanying photographs. The photo, sent by IRI to The New York Times, showed three people: Lorne Craner, Stanley Lucas and then-U.S. Ambassador to Haiti Tim Carney (Curran's predecessor). During the event at which the picture was taken, Carney praised IRI and its work. His words, sent to The New York Times, were omitted from the article. Most disturbing, however, is that Carney himself was cropped from the picture before it ran – again, because his presence would have contradicted Bogdanich's hypothesis.

"We, in the United States, have prospered under democracy. And, we wish to share our democratic ideals with our neighbors and with other nations of the world. We realize that each nation is unique, but all nations can benefit from adapting the principles of democracy to their own society. "IRI has many more examples of omitted information, which will be forwarded to The New York Times' ombudsman.

"IRI did not undermine U.S. policy in Haiti. Nor, as a U.S. Agency for International Development Inspector General's report showed, did we consort with rebels in President Aristide's overthrow. As Colin Powell has stated, Aristide was 'a man who was democratically elected, but did not democratically govern, or govern well. And he has to bear a large burden, if not the major burden, for what has happened.'

"The most disappointing thing about this article is that it will spur on the kind of events The New York Times has covered in the last few weeks – the shutdown of nongovernmental organizations (NGOs) in Russia and elsewhere. It will be used by authoritarians overseas, from Robert Mugabe to Alexander Lukashenko to Islam Karimov, to justify expelling western human rights and democracy NGOs and to persecute those with whom they have been associated – brave souls who yearn for freedom."

2. Mr. Robinson failed to mention if there is a connection between his book and the $30 million that Venezuelan President Hugo Chavez pledged to actor and Aristide supporter Danny Glover to produce a movie about the Haitian independence and its impact on Latin America. The thrust of Robinson's book is essentially an effort to gloss over Aristide's abysmal record of drug trafficking, human rights violations, election rigging and corruption by positioning Aristide's story as an extension of the Haitian independence movement. The absurdity of comparing this man to the founding fathers of Haiti is evident and an insult to the Haitian people. There is a concern among Haitians that their history is subject to being sold out to the highest bidder – and therefore can be manipulated, specifically by the Aristide supporters. Comparing Jean-Bertrand Aristide to Toussaint Louverture would be like comparing Martin Luther King to O.J. Simpson. It's appalling.------------------------------------------------------------------------------------


3. Overall, it is disappointing to hear Mr. Robinson characterize everything in terms of race. Haiti is 99% black and proud to be the world's first black republic. However, the independence was not just about race. Haiti's founding fathers saw beyond race to the universal values of freedom and equality. Haitians fought alongside Simon Bolivar in his quest to liberate the Latin American countries. They fought alongside Americans in the Revolutionary War http://video.google.com/videoplay?docid=5173752062581162877&q=president+clinton+haiti&total=6&start=0&num=10&so=0&type=search&plindex=0 It was not about Latinos or Americans. For Haitians, it was about freedom and liberation. It is true, however, that outsiders may have considered us a threat because of our cause and because of our race, but that did not have an impact on our purpose. There is a further concern among Haitians that the collective memory of the Haitian independence movement could be tainted by these assertions. President Rene Preval requested that Danny Glover shoot the movie in Haiti and include Haitian historians and movie producers in the project to ensure that the only successful black revolution on earth is portrayed faithfully and accurately. ----------------------------


4. Mr. Robinson does not know me or my family. My father was a businessman and spent his career with the US Agency of International Development (USAID), where he retired. My mother is a businesswomen in her own right and never worked in Haiti. Neither were involved in politics. To state that my parents were supporters of Duvalier is an outright fabrication.------------

The unveiling of Haitian Monument in Savannah (see pictures below ) to Honor a Platoon of Haitan Soldiers who fought for American Independence at the Siege of Savannah Georgia in 1779 was an opportunity for them to show that they cared about Haiti. This was a unique opportunity to showcase Haitian culture and highlight a truly positive aspect of the US-Haiti relationship. The political leaders of Savannah really extended themselves to make this monument come to fruition -- as did the people of the Haitian American Historical Society. However, when they could have used a little star power or support from black leaders -- neither were there. This reinforces the fact that they really only are interested in selling Haiti's history to the highest bidder. ------------------------------------------------------------------------
